About this file
This is an Addendum No. 2 issued by the City of Newport Public Works Department for the Newport Wastewater Treatment Plant Centrifuge Replacement Project (Project No. 26-24031) in Newport, Oregon, located in Lincoln County. The addendum, dated November 24th, 2025, provides clarifications and responses to bidder questions submitted during the open bidding period and does not modify the project drawings, specifications, bid items, or scope of work. Bids are due November 26, 2025, at 2:00 PM Pacific Time, with public bid opening and reading occurring immediately following the closing time at the City of Newport Engineering Department. The City anticipates administrative processing will take several days before issuance of the Notice of Intent to Award, with bidders advised to follow up approximately seven calendar days after the bid opening.
The City of Newport does not have a first-principles engineer's cost estimate and is not providing a construction cost estimate or cost range for this project; bidders must rely on the Invitation to Bid, drawings, specifications, and site conditions when preparing their bids. The City does not publish plan holder lists or non-mandatory site-visit attendee lists during the active bidding window. Regarding bid bonds, the City does not have a separate bid bond form but permits bidders to use their surety's standard bid bond form provided it meets the requirements of the Invitation to Bid and ORS 279C. All necessary project information is contained within the solicitation documents and addenda, with this addendum forming part of the Contract Documents for the Invitation to Bid issued November 17, 2025, and requiring bidders to acknowledge receipt on the Bid Form.

2. BIDDER QUESTIONS & ANSWERS
Question 1:
“Confirm that the bid date and time listed above are unchanged.”
Response:
The bid date and time remain unchanged. Bids are due November 26, 2025 at 2:00 PM Pacific Time, and will be publicly opened and read aloud immediately following the closing time at the City of Newport Engineering Department.
Question 2:
“Construction cost estimate or a construction cost range for the project.”
Response:
For this project, the City does not have a first-principles engineer’s cost estimate. As a result, we are not providing a construction cost estimate or cost range. Bidders should rely on the Invitation to Bid, drawings, specifications, and site conditions when preparing their bids.
Question 3:
“Planholders list/bidders list and/or Non-Mandatory pre-bid attendance list.”
Response:
The City does not publish plan holder lists or non-mandatory site-visit attendee lists during the active bidding window. All necessary information is provided in the solicitation documents and addenda.
Question 4:
“Have you issued an additional addendum after Addendum No. 1? If so, please attach them to this response.”
Response:
No additional addenda have been issued beyond Addendum No. 1. The City will issue an Addendum No. 2(this addendum), which will include this Q&A to date.
Question 5:
“When is the best time to follow up for bid results?”
Response:
Because the bid opening occurs near a major holiday period, the City anticipates up to a few days of administrative processing prior to issuance of the Notice of Intent to Award (NITA). A good time for bidders to follow up on bid results is approximately seven (7) calendar days after bid opening. Bid results will also be read aloud immediately at the public bid opening.
Question 6:
“Does the City have a bid bond form, or should we use our surety’s standard form?”
Response:
The City does not have a separate bid bond form for this project. Bidders may use their surety’s standard bid bond form, provided it meets the requirements of the Invitation to Bid and ORS 279C.
