About this file

This is an Addendum 2 to a Request for Quotes (RFQ) issued by the Oregon Public Employees Retirement System (PERS) for cloud-based Project Management Office (PMO) software to replace Microsoft Project Online. The solicitation targets 250 users requiring login access and involves data migration of only active projects and resources from the current system. The RFQ is open to seven pre-approved vendors through existing OregonBuys agreements: A&T Systems, Carahsoft, CDWG, Lumen (CenturyLink), SHI International, Smartronix, and Strategic Communications. The implementation model must be remote-only with implementing staff located in the United States. Vendors may use their standard proposal format provided all required attachments are included, and resellers have the ability to team with subcontractors. Questions and clarifications were due February 24, 2026, with proposals due March 3, 2026, at 4:00 PM PST. The anticipated implementation date is May 1, 2026. The contract term is one year with three optional renewal years.

Pricing submissions must include annual cost per user, migration services, startup training, and annual support costs, with vendors providing pricing for all four years (base year plus three optional renewal years) in the same format. Standard support included with license purchases is deemed sufficient; however, PERS requires vendors to provide detailed information about their support model including Service Level Agreements as part of the evaluation. Annual support must address whether dedicated manpower is needed beyond standard complimentary support. All vendors must demonstrate compliance with Oregon's Statewide Information Security Plan and NIST Special Publication 800-53 controls at the Moderate/High impact level, with GovRAMP authorization accepted as proof of security compliance. Insurance requirements include Commercial General Liability ($1 million per occurrence/$2 million aggregate), Professional Liability ($1 million per occurrence/$2 million aggregate), and Network Security and Privacy Liability ($1 million per claim). No specific budget ranges or set-asides for disadvantaged enterprises have been disclosed, and no incumbent contractor has been identified.

Questions Received

The following questions have been received. PERS has reviewed and has provided the following answers:

Q:Data Migration:

Please confirm the scope of data migration from Project Online. Should vendors migrate only active projects, or full historical project, resource, and time-tracking data?

A:Migrate only active projects and resources

Q:User Access:

Please confirm the total number of users who will require login access to the tool.

A:250 users. As per the RFQ

Q:Pricing Sheet (Attachment #1):

The pricing table shows only one column for cost. Since the contract term is 1 year with 3 optional renewal years, how should we provide pricing for all four years?

Should we enter only the Year 1 cost in the table, or include pricing for 1 + 3 years?

If pricing for the optional three years is also required, may vendors submit those costs in their own format separately?

A:Please provide the optional three years in the same format. Use additional pages as necessary

Q:Annual Support:

Standard support is complimentary with the purchase of licenses. Is this support sufficient for PERS, or is dedicated manpower support required under the “Annual Support” line item in Attachment #1?

A:Standard support is sufficient. PERS will need details of the vendor support model including SLAs to be included as part of the evaluation.

Q:Implementation Model:

Does PERS have a preferred implementation delivery model (fully onsite, remote onshore, blended offshore/onshore, or offshore with U.S)?

A:Remote only. Implementing staff must be located in the US and only connect to systems in US.

Q:Proposal Format:

Please confirm whether a specific proposal format is required, or if vendors may use their standard format as long as all required attachments are included.

A:Vendors may use their standard format as long as all required attachments are included.

Q:Please advise if California based vendors are eligible to submit proposals for the above-mentioned RFP.

A:Yes, companies from all states are eligible.

Q:As Carahsoft is one of your approved resellers, can they team up with other reliable subcontractors to deliver the scope mentioned in the solicitation?

A:Yes, all resellers listed have the ability to team up with a solution provider.
