About this file
This Addendum 1 Clarification document, issued by the Oregon Public Employees Retirement System (PERS), provides responses to vendor questions regarding the RFQ for PMO Software (PERS-RFQ #26001, OregonBuys #S-45900-00015966). The solicitation seeks a cloud-based Project Portfolio Management (PPM) platform to replace the retiring Microsoft Project Online system. PERS clarified that the PMO system must support approximately 12,000 task records based on 15 project managers managing an average of 2 projects each with roughly 400 schedule lines per project over a two-year duration. The agency expects annual growth rates of approximately 20% over the next two years and 10-20% thereafter. Proposals are due Tuesday, March 3, 2026, at 4:00 PM PST to Ryan Ellis, Procurement & Contracts Specialist, at the PERS office in Tigard, Oregon. The contract term is one year with optional annual renewals up to three years.
PERS rejected consideration of Microsoft Planner Premium due to lack of enterprise-grade PPM capabilities such as resource forecasting, master scheduling, portfolio dashboards, and compliance readiness, and clarified that application-level audit trail capability is not required. Vendors must provide details on system availability, performance benchmarks, support contact methods, service-level agreements, ticket volume included in support contracts, and overall service models for evaluation. The solicitation is restricted to seven state-approved resellers: A&T Systems, Carahsoft, CDWG, Lumen (CenturyLink), SHI International, Smartronix, and Strategic Communications; other companies must team with one of these resellers to submit an offer. No specific budget range or award value is disclosed, with costs to be determined based on vendor responses and evaluation of proposed solutions.

Questions Received
The following questions have been received. PERS has reviewed and has provided the following answers:
Q: Have you looked at Planner Premium with Copilot as a Project Management platform?
Planner Premium is a Power App and saves data to the Dataverse which allows us to extend its capabilities with Power app forms, SharePoint, and other M365 tools. Also, w/ the Copilot PM Agent you get the ability to create status reports, determine critical path, build schedules, etc
A: Planner Premium offers task management with Copilot-assisted features, it was not short listed because it:
1. Lacks enterprise-grade PPM capabilities such as resource forecasting, master scheduling, portfolio dashboards, and compliance readiness.
2. Implementing the required PPM capabilities and scaling across multiple portfolios will require heavy customization via Power Platform, introducing added integration complexity and governance risk.
Q: Data Scale and Volume
At a high level, can OPERS provide an estimate of the current size of the dataset the PMO system is expected to support (e.g., approximate number of projects or records)?
If available, an order-of-magnitude range (hundreds of thousands vs. millions of records) would be sufficient.
A: The PMO system is expected to support approximately 12,000 task records, which falls in the tens of thousands range. This estimate is based on 15 project managers currently handling an average of 2 projects each, with roughly 400 schedule lines per project over a two-year duration.
Q: Anticipated Data Growth
Is OPERS expecting meaningful growth in the number of projects or records managed within the system over time?
If so, does OPERS have an estimated annual growth rate or planning assumption?
A: OPERS expects an annual growth rate of approximately 20% over the next two years and 10-20% thereafter.
Q: Audit and Oversight Requirements
Does OPERS require an audit trail capability at the application level (e.g., tracking changes to records, timestamps, and user attribution)?
If applicable, are there specific audit or reporting standards OPERS expects the system to support?
A: No. We do NOT need audit trail capability at the application level
Q: Availability and Service Expectations
Are there specific system availability, performance, or service level expectations OPERS intends to require beyond those outlined in the RFQ?
A: We expect vendors to provide details on their system availability, performance benchmarks, support contact methods, service-level agreements (SLAs), ticket volume included in the support contract, and overall service models for evaluation.
Q: Could you please clarify whether this solicitation is open to all vendors or if it is restricted to the agencies listed on the first page/Cover page of the RFQ under the Issued to Section?
A: The vendors listed are the state approved resellers. If a company is interested in this opportunity they would have to team up with one of those resellers to submit an offer.
