SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Blanket Purchase Agreement for Staff Recruitment Planning and Implementation Services for Accountable Entities

C.1 INTRODUCTION

The Millennium Challenge Corporation (MCC) is a U.S. Government corporation formed to help partner nations reduce poverty through the promotion of sustainable economic growth based on the principle that aid is most effective when it strengthens good governance, economic freedom, and investments in people. Funding is awarded to countries that meet the selection criteria and propose a program that is economically sound and addresses a country's key constraints to growth.

The Millennium Challenge Corporation enters into multi-year grant agreements with foreign governments. As part of these grant agreements, the foreign government establishes a program implementation unit, known as an Accountable Entity ("MCA"), which is legally separate from MCC and manages the grant on behalf of the foreign government.

This solicitation seeks consulting support to recruit MCA executive and professional staff in a fair and transparent manner to ensure that those most technically qualified to serve in this capacity are selected and appointed.

C.2 BACKGROUND

MCC forms partnerships with developing countries who are committed to good governance, economic freedom, and investing in their citizens. MCC grants are designed to complement other U.S. and international development programs, as well as create an enabling environment for private sector investment.

There are three primary types of MCC grants:

• Compacts — large, five-year grants for selected countries that meet MCC's eligibility criteria;

• Concurrent Compacts for Regional Investments — grants with compact eligible country partners that promote cross-border economic integration, and increase regional trade and collaboration; and

• Threshold Programs — smaller grants focused on policy and institutional reform in selected countries that come close to passing MCC's eligibility criteria and show a firm commitment to improving their policy performance.

Each government that receives a grant must hire employees to staff the Accountable Entity, and to do so in an open and competitive manner in order to comply with MCC's Guidelines for Accountable Entities and Implementation Structures (see resource link below).

As these employees are not engaged by MCC, they are not subject to federal hiring provisions and limitations. Rather, it is critical that a recruitment process is carefully designed and implemented to ensure that individuals are objectively selected, therefore ensuring the best qualified staff for implementation of the Compact or Threshold Program.

Call orders under the Blanket Purchase Agreement (BPA) will generally be issued by MCC after a partner country government has submitted a detailed proposal for a grant (either a Compact or a Threshold Program) for MCC consideration, but before the final approval and signature of those grant agreements. In some cases, however, this timing could be earlier or later as needed. In the event of MCC approval of a multi-year grant, the partner government will need to begin rapidly staffing the Accountable Entity team to implement the program. At that point, MCC may issue a Call Order for hiring certain positions within the Accountable Entity. Each Call Order would specify the hiring of certain positions within the Accountable Entity, potentially with a Base Period to hire certain positions and Option Periods for additional positions within that same Accountable Entity. Each pattern of hiring will be described as part of the Call Order solicitation.

For a summary of the scale, scope and sectors of MCC compacts, including those under development, please see the following link: Where We Work (mcc.gov).

In addition, MCC has a selection process for identifying and declaring additional countries eligible to develop compacts or threshold programs. MCC envisions that each year, new countries will be selected to be eligible for developing new compacts and/or threshold programs, and therefore may also require recruitment services for their respective Accountable Entity teams.

Selection decisions are determined by a number of factors described at the following link: Selection Process | Millennium Challenge Corporation (mcc.gov).

The actual positions for which recruitment services will be requested may vary significantly, and will be described as part of individual Call Orders. Not every compact or threshold program Accountable Entity hiring process will be issued under this Agreement.

C.3 SCOPE

MCC requires a contractor or contractors to:

• Ensure that each MCA recruitment process is fair, transparent, and competitive and in all respects meets MCC's recruitment requirements;

• Develop a plan for ensuring that the recruitment efforts lead to the hiring of qualified, competent personnel, based on position descriptions approved by MCC;

• Develop, implement, and oversee all procedures and communications to solicit and engage qualified candidates for all positions, to conduct a review and evaluation of application materials, facilitate candidate interviews, as well as supervise the process of selection of preferred candidates;

• Review profiles of selection panelists identified by the relevant partner governments, as well as develop and administer conflict of interest disclosure forms and protocols for disclosure and/or recusal as necessary;

• Develop training materials and interview questions, documentation for selection panelists, and then fully brief all selection panelists on interview protocols and responsibilities and train on effective interview techniques;

• If requested, arrange for appropriate interview space, communications equipment, logistics, and any other equipment, tools, materials, and supervision needed for the work; and

• Provide documentation and access to all data from the Applicant Tracking System (ATS), as well as reports from the interview process to MCC. This will include, but is not limited to, information related to a candidate's initial application, the shortlisting process, interviews and review panels, final selection, candidate notifications and negotiation as required.

C.4 OBJECTIVE

The objective of this requirement is for MCC to identify up to three qualified firms ("BPA holders") who can rapidly respond to call orders for the recruitment of personnel for compact or threshold program MCAs worldwide – in current and future eligible countries. As part of this solicitation, MCC also seeks to award the first call order against the BPA for specific MCA recruitment efforts as follows:

1) Call Order 1 – Recruitment for MCA-Timor-Leste and Recruitment for MCA-Indonesia II

Specific information regarding the recruitment efforts for MCA-Timor-Leste and MCA-Indonesia II is provided in Attachment J.1 of this solicitation.

C.5. TASKS

Specific tasks will be issued via Call Orders against the BPA. They may include, but are not limited to:

C.5.1. Task 1: Recruit MCA Personnel

Task 1A: Recruitment Plan, and Applicant Tracking System (ATS)

If Task 1 is requested under a Call Order, MCC will provide the following information at or before the time of award:

a) Country of the recruitment effort and preliminary grant details.

b) Draft organizational chart for the proposed MCA.

c) Number of positions to be recruited and draft position descriptions.

d) Roles, responsibilities and points of contact for MCC and partner government teams.

e) Confirmation of availability of partner government provided interview facilities in country.

f) Overall timeline of recruitment effort and any relevant compact development milestones.

g) Primary and secondary recruitment languages to be adopted.

Upon receipt of this information, under Task 1A, the contractor shall develop a Recruitment Plan tailored to the country for which the Call Order has been issued. This Recruitment Plan details the contractor's approach to the recruitment process, including its plan for identifying and engaging appropriate stakeholders and media outlets, the process of objectively and transparently evaluating all candidate applications to develop an appropriate shortlist, presentation of the results of this shortlisting process to MCC and the partner country government, facilitating all aspects of candidate interviews and ensuring that Government-nominated interview panels are properly prepared, and then presenting final selection recommendations to a final selection official. In development of this Recruitment Plan, the Contractor will ensure that the process is designed to maximize gender inclusion in the identification of qualified candidates and that the process is conducted in a manner so as to ensure that there is no gender bias in selection.

The Recruitment Plan will include a detailed work plan outlining the sequence of tasks and associated target dates, Key Personnel and support personnel assigned to accomplish those tasks, facilities and coordination requirements, and travel planning. The Recruitment Plan must also include a risk assessment and mitigation plan for how conflicts of interest will be managed between Contractor personnel and the potential candidates that apply for MCA positions. Such mitigation plans may include, but are not limited to, disclosure and documentation of all conflicts, back-up personnel identified who can be rotated out in the event of conflicted personnel and candidates, and/or additional reviews of personnel screening in instances of conflicts.

The Recruitment Plan should also include an Advertising Plan that details the strategy for advertising recruitment announcements to ensure broad participation of qualified candidates. In addition to the plan, MCC will provide the Contractor with proposed salary ranges and compensation information for each position to be hired. The Contractor will review, keep this information confidential, and provide an assessment of the competitiveness of the salary range and compensation package in attracting qualified applicants.

The Contractor should rely on its knowledge of the job market in the Call Order country, including specific knowledge about appropriate advertising practices and methods, as well as the publications, websites, and media venues that job seekers in relevant fields often consult. The Applicant Tracking System (ATS), a contractor proposed platform tracking tool, will be set up during this phase as well. Examples of information captured in the ATS include experience, qualifications, skills, and ability to perform work in relation to the specified selection criteria identified for each position. In addition, the ATS captures all information related to each application in order to have a clearly documented record of all key decisions related to the consideration and evaluation of application from the time of submission until final resolution of that application (either selection or rejection).

The ATS shall include a dashboard that populates regular updates to reflect the current status of the recruitment process at any point in time. The dashboard shall include a count of applicants for each of the positions, a count of qualified applicants at each step of the process, etc. This dashboard should enable close monitoring, and effectively communicate the status of recruitment processes among MCC and Government stakeholders. It shall allow production of reports on an as-needed basis at different levels of detail, from high-level statistical information on the number and demographics of candidates to detailed information by position and candidate. In addition, it should be able to produce a history of any changes made to the data included in the ATS for the entire span of the recruitment process.

Task 1B: Advertising and Recruitment Activities

In this task the Contractor shall take appropriate actions to implement a robust recruiting effort and ensure that information about the proposed MCA's job vacancies reach an appropriately broad population of potentially qualified candidates tailored to the position descriptions. The Contractor will review the position descriptions provided by MCC, and as necessary, translate them into the local language. The Contractor shall also undertake all the required actions related to drafting vacancy announcements, designing application procedures, advertising positions, validating applications, and managing documents and records within the context of the ATS developed in Task 1A. Responsibilities for this phase include but are not limited to the following:

• Review final position descriptions provided by MCC and recommend any changes, as may be needed to achieve high levels of clarity and consistency;

• Define and document a clear format and process for processing application materials, including submission deadlines and modalities, recording of applications, and review of application materials;

• Development of a recruitment announcement in the appropriate language(s) for each position, including a description of the work to be performed by the incumbent, the salary range offered (or notice of competitive remuneration if determined to be appropriate for the market), the qualifications required to be considered for the position, the evaluation and selection procedure that will be used, and the steps that must be followed to submit an application;

• Place each vacancy announcement in the specific, relevant venues and/or online or other advertising channels designed to reach an appropriately broad population of potentially qualified candidates;

• Deployment of the ATS to ensure that all applications are processed consistently throughout the recruitment period;

that personal information is safeguarded; and that recruitment is handled in a professional, open and transparent manner.

Task 1C: Evaluation and Shortlisting of Candidates

In this task, the Contractor shall develop and implement a comprehensive evaluation system and methodology for the candidates to ensure that all applicants are appraised consistently against the same standards.

The Contractor will start pre-screening applications for meeting minimum requirements and responsiveness as they are submitted. Applications that are determined to be incomplete – either in terms of missing documentation or documentation which does not meet the minimum standards of responsiveness outlined in the announcements will be marked as "Non- Responsive." Applications determined to be Non-Responsive require immediate follow-up in order to ensure that candidates are given appropriate opportunity and a deadline to become responsive. Failure to comply will lead to rejection of the application and a "Non-Responsive" determination will be documented in the ATS and filed along with the justification for not moving forward with the candidacy.

Once applications for a position have been determined to be complete and therefore responsive, the Contractor will ensure that each remaining candidate for a given position is evaluated using the same standard and that the strengths and weaknesses of each are properly identified so that accurate comparisons and rankings can be made among the candidates.

Based on its evaluations, the Contractor will recommend a shortlist of the most qualified candidates (number of shortlisted candidates will vary on context, but generally there will be between 3 and 6 shortlisted candidates for each position and will be confirmed in MCC's approval of the Recruitment Plan) to be referred to an interview panel for further evaluation.

The Contractor may solicit input from MCC in determining the appropriate weighting of candidate qualifications and the methodology for shortlisting to ensure that the design is appropriately applied and consistent with reality of the candidate pool.

Contractor shall otherwise rely on its own expertise to appraise applications and identify relevant strengths and weaknesses;

design an effective evaluation and scoring mechanism to rank applications; and draft shortlisting reports.

The specific tasks in this phase include but are not limited to the following:

• Screen all applications against the minimum requirements in the vacancy announcement and the position description, in order to determine those that meet requirements and merit further review;

• Define and implement an effective methodology for evaluating qualified applicants that identifies their strengths and weaknesses in comparison to the required and desired qualifications applicable to the position in question and otherwise assesses their likely "fit" with the work and the organizational environment;

• Apply this methodology and implement a shortlisting of the most qualified applications for each position to be submitted for interview;

• Document all determinations made within the process for consistency with the methodology so that all shortlisting determinations are both objective and result in the most qualified candidate pool for interview.

• Notify candidates who were not selected.

Task 1D: Shortlisted Candidate Interviews and Presentation of Selection Decisions

The Contractor shall propose interview questions and a comprehensive evaluation methodology for each position to be filled, and develop materials for the proper orientation and training of members of various interview panels.

Before the start of each interview panel discussion the contractor will review the training materials with each panel, having provided them in writing before the panel meets to interview candidates. In addition – prior to the interview, the contractor will request that the Interview Panel participants disclose any real or perceived conflict of interest, and document confirmations of lack of conflict of interest as well as disclosures of potential conflicts. In the case of disclosures of potential conflicts of interest, the Contractor will make recommendations to MCC on whether any disclosed potential conflicts require recusal of the interview panel member or other mitigating measures. Please note that MCC defines conflict of interest as an actual, potential or apparent conflict between (a) the responsibilities of Contractor personnel or (b) an interview panel member in connection with their duties to the Accountable Entity recruitment process, on the one hand, and on the other hand either the private interests of the Contractor personnel or an interview panel member, his or her Immediate Family or members of his or her household, his or her business associates, or any person or organization with whom the contractor personnel or an interview panel member is negotiating, or has any arrangement concerning, prospective employment.

The contractor will the facilitate the interview panels themselves, either in person or remotely as determined by MCC, ensuring the process runs as designed and assisting panel members to determine and document clear strengths, weaknesses, and the appropriate ranking and score of each candidate. The strategy employed by the contractor should ensure that the panel fairly assesses and then selects the two to three most qualified candidates for each position. The interviews are expected to be conducted in either English or one or more local languages depending on the Call Order, for which proficiency is expected as part of the Contractor's team.

Based on determinations made and support provided by the interview panel, the Contractor will draft a recommendation report to a final selection official appointed by MCC and the partner country government. This official will ultimately make a candidate selection which will be sent to the MCA Board and MCC for approval.

The Contractor may rely upon MCC and the partner country government to appoint qualified members to serve on interview panels and schedule panel meetings, as needed. In addition, the Contractor may rely on MCC for feedback in their design of training materials and in developing suggested interview questions for the interview panel.

The specific activities in this task include but are not limited to the following:

• Schedule candidate interviews that allow for meaningful participation by interview panel members and MCC observers;

• Arrange for appropriate, professional interview space;

• Develop and deliver a clear training program in interview techniques for all interview panelists, including a set of proposed interview questions, an evaluation template, and an explanation of the evaluation scoring methodology;

• Assess and provide information on likely salary expectations and compensation reasonableness;

• Facilitate panel interviews with and panel discussions about the selected candidates, in order to assign appropriate scoring and rank, according to the evaluation methodology;

• Draft a final report for each recruited position that details the process, the number of applicants, a list of up to three recommended candidates in order of hiring preference, the rationale for the recommendations, and their résumés;

• Ensure transparency and equality between panel members' scores;

• Verify references and obtain salary history support;

• Notify selected candidates and assist in negotiations to hire them; and

• Notify candidates who were not selected.
