Attachment J.1 – Call Order Statement of Work (SOW) for Recruitment Services for MCA-Timor-Leste and MCA-Indonesia II

I. Overview of the Timor-Leste Compact and Recruitment Opportunity

The Government of Timor-Leste has signed a grant agreement with the Millennium Challenge Corporation (“MCC”), called a Compact. MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investing in people. The Compact with Timor- Leste includes an investment from MCC of US $420,000,000. The Compact consists of two projects: the Water, Sanitation and Drainage Project, which aims to reduce the prevalence of fecal pathogens in piped and stored drinking water and groundwater; and the Teaching and Leading the Next Generation of Timorese (TALENT) Project aims to improve student learning outcomes.

The Water, Sanitation, and Drainage (WSD) Project aims to reduce the prevalence of fecal pathogens in piped and stored drinking water and groundwater. The proposed project includes investments in infrastructure that will introduce the country’s first central wastewater system, make related improvements to the drainage network, and build a plant to produce disinfectant chemical that will be used to treat the city water supply across the capital city of Dili and four nearby municipalities. The project will also support key policy and institutional reforms to support long-term sustainability of the infrastructure and social and behavior change efforts to improve household water management and hygiene practices.

The Teaching and Leading the Next Generation of Timorese (TALENT) Project aims to improve student learning outcomes. It will do so by improving secondary school teaching and school leadership. The proposed project will establish the country’s first formal pre-service teacher certification institution, the Center of Excellence, which will offer training and professional certification for future and current secondary school teachers and leaders. Trainings developed and delivered by the Center of Excellence, and school-based teams, will seek to enhance both pedagogical and leadership skills. The project will also seek to increase the number of women in secondary school training and leadership positions through a Women’s Economic Empowerment sub-activity.

Although some of the above activities are subject to change, in order to staff the Accountable Entity that will administer this program on behalf of the Government of Timor-Leste, MCC is procuring a contractor to recruit a total of twelve (12) positions during the Base Period of the Timor-Leste portion of this Call Order.

After the Base Period, MCC may exercise options to recruit a further ten (10) to fifteen (15) positions in a second recruitment round following the same process outlined in the approved Recruitment Plan.

*Note: For pricing purposes, offerors may assume 15 positions for the second recruitment round in the option period.

II. Overview of the Indonesia II Compact Development Process and Recruitment Opportunity

The Government of Indonesia has applied for grant funding from the Millennium Challenge Corporation (“MCC”), called a Compact. MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investing in people. The proposed Compact is currently being developed by the Government of Indonesia at the time of this solicitation.

Throughout the initial phases of compact development, MCC stressed to the Government the importance of ensuring high-level, broad-based support for the proposed compact and the scope of its activities. In response, in January 2021, the Government established a Steering Committee to help guide Indonesia’s compact development efforts. The Steering Committee provided critical input into, and approval of, the Government’s Project Proposals, which were submitted to MCC in July 2021. The Proposals included two projects: 1) Improving project planning and preparation capacity, and innovative financing for infrastructure and 2) Improving Micro, Small, & Medium Enterprises’ (MSME) access to finance for increased productivity and inclusive growth. Both proposals have a geographical focus in five priority provinces — Bali, North Sulawesi, Riau, Riau Islands, and South Sumatra.

The Government of Indonesia is working to refine its proposals to serve as the basis for a Compact to be considered by MCC for funding. The Government’s proposal aims to address the binding constraint of costly and underdeveloped financial intermediation through two projects:

1. Strengthened Financial Intermediation for Transport and Logistics Infrastructure to improve public planning and investment processes and increase commercially oriented capital in infrastructure financing. Project activities include (i) the development of Public Investment Management Guidelines, (ii) the design and operationalization of a Project Preparation Facility to support sub-national governments, (iii) strengthening financial intermediation (supply side) for infrastructure, and (iv) constructing Demonstration Projects in selected target provinces.

2. Strengthened Financial Intermediation for MSMEs to increase financing to MSMEs, especially those owned by women in target industries in Indonesia, particularly in the targeted provinces https://www.mcc.gov/resources/doc/guidance-mca-human-resources-procedures-and-manuals of Riau, South Sumatra, North Sulawesi, Riau Islands and Bali.

The final Compact is subject to negotiations and the approval of the MCC Board of Directors, and as such the final Compact amount is not yet determined.

Although the scope of the Compact has not been finalized and some of the above activities are subject to change, the Government is planning to legally create and staff the Accountable Entity that will administer this program on behalf of the Government of Indonesia. With this understood, MCC is procuring a contractor to recruit a total of ten (10) positions during the Base Period of the Indonesia II portion of this Call Order.
