Summary of Changes

The purpose of Amendment 0002 is to: 1) issue answers to questions received from interested offerors; and 2) extend the submission deadline for Phase I (Volume 1) as provided below.

Questions and Answers:

1) We are interested in this BPA but we currently do not have staff or offices in some of MCC's current/future partner countries. Would vendors be required to provide services in all of MCC's partner countries?

MCC Response: BPA holders are not expected/required to provide services in all MCC partner countries. Vendors do not need to have a physical presence or local staff in all current/potential MCC partner countries in order to qualify for a BPA award. Quoters with regional international recruiting experience, the ability to deploy qualified personnel from other countries on a temporary basis to perform specific in-person tasks under a given call order, and/or the ability to form partnerships with local/international subcontractors to provide the required services in selective regions/countries are encouraged to submit a quotation for this BPA.

2) We currently don't provide recruiting services in Indonesia or Timor-Leste and/or do not have the ability to deploy qualified personnel to these countries. Can we submit a response for the BPA, in order to qualify for future call orders, even though we are not interested in Call Order 1?

MCC Response: All Quoters must provide a technical response to Call Order 1 as part of Phase II (Volume 2) submission in order to qualify for a BPA award. This information will be used to evaluate Quoters' overall technical capability. Please note, however, that submitting a Call Order 1 price quote is optional. Quoters who are not interested in Call Order 1 should not submit a price quote for the call order; however, Quoters who do want to be considered for award of Call Order 1 must submit a call order price quote. A Quoter may be awarded a BPA even if they do not win or submit a price quote for Call Order 1.

3) Will MCC share the July 14, 2022 Industry Day PowerPoint presentation?

MCC Response: See link to the July 14, 2022 Industry Day SAM.gov announcement and attachments including the presentation, attendee list, and Q&As: Link to Industry Day – MCC Staff Recruitment

4) Will MCC provide an estimated or a maximum number of hours for the recruitment processes? Or should the offeror make an assessment and indicate the efforts required?

MCC Response: Offerors are expected to establish the required level of effort, which shall be commensurate with their proposed technical approach.

5) Considering that the official languages in Timor-Leste and Indonesia are respectively Portuguese and Indonesian, will the recruitment process be conducted in English or in the official languages?

MCC Response: While elements of the interviews may be conducted in English for positions which require English language capabilities, as noted in the Statement of Work, "the team structure and mix of capabilities should reflect an understanding of how the team will operate in the prevailing local languages of each of the two countries in which the team will be operating."

6) While the security assessment for both countries is considered moderate as of today, does the MCC foresee travel in the two countries to undertake the interview process? If yes, will the MCC define the maximum time spent in the country or should the offeror make an estimate? Will the contractor benefit from a security briefing by the US embassy in situ?

MCC Response: In-person panel briefings and interview facilitation may be required for some or all positions, to be confirmed in the recruitment plan. Consistent with this, offerors are expected to establish the required level of effort for the assignment, which shall be commensurate with their proposed technical approach. Prior to any travel, relevant security information available to MCC will be provided to the Contractor by the COR.

7) Should travel be required in any countries other than the ones listed for Call Order 1, will the contractor benefit from a security briefing by the US embassy in situ?

MCC Response: Prior to any travel, relevant security information available to MCC will be provided to the Contractor by the COR.

8) We would like to use MySQL and PHP to develop the Applicant Tracking System (ATS). Would this be acceptable?
