6. STATEMENT OF WORK
A. Purpose
The purpose of this project is to repair damaged concrete steps at two separate stair locations along the entrance to the Mescalero Indian Health Center. The step edges have deteriorated, with sections broken off and reinforcing steel (rebar) exposed. Repairs are required to restore structural integrity, eliminate trip hazards, prevent further deterioration, and improve safety in snow and icy conditions.
B. Scope of Work
The contractor shall provide all labor, materials, tools, equipment, supervision, and incidentals necessary to complete the following:
1. Concrete Step Repair (less than 1.5 inches in depth)
a) Remove all loose cracked, and deteriorated concrete from damaged steps. Ensure removal extends to sound concrete.
b) Clean and treat exposed reinforcing steel to remove corrosion and scale.
c) Apply approved corrosion inhibitor. Apply a bonding agent to the prepared concrete substrate per manufacturer instructions to ensure proper adhesion of the repair mortar.
d) Patch and rebuild step edges using exterior-grade, freeze/thaw-resistant concrete repair mortar suitable for high-traffic areas. Pack and consolidate the material firmly around reinforcement and into the prepared cavity.
e) Shape and finish step edges to match existing profile and dimensions. Ensure proper nosing and tread alignment for safety and aesthetics.
f) Verify that repaired areas are level, uniform, and free of trip hazards. Smooth transitions between old and new concrete are critical.
g) Cure repairs per manufacturer specifications (e.g., moist curing or curing compound) to achieve full strength and durability.
2. Reinforced Concrete Step Repair (exceeding 1.5 inches in depth)
a) Where concrete spalling or edge damage exceeds 1.5 inches in depth, or where reinforcing steel is exposed, the contractor shall provide additional mechanical reinforcement prior to placing repair concrete material.
b) Reinforcement shall include:
1) Drilling into sound concrete adjacent to the repair area.
2) Installing reinforcing dowels (minimum #3 rebar or approved equivalent) to provide structural continuity.
Project Title Concrete Steps Repair Services – Mescalero Service Unit Page 5 of 14
3) Setting dowels with structural epoxy adhesive rated for exterior concrete use and compatible with moisture and freeze/thaw conditions.
4) Providing a minimum embedment depth of 3–4 inches into sound concrete, or per the adhesive manufacturer recommendations.
5) Spacing dowels approximately 8–12 inches on center along the repaired edge, adjusting as necessary to secure the repair and maintain structural integrity.
For repairs less than 1.5 inches in depth and not exposing rebar, standard surface repair procedures are acceptable without additional dowel reinforcement.
3. Surface Protection and Slip Resistance
Given the facility’s exposure to snow and ice:
a) Provide a non-slip surface treatment on the top surface (tread) of each step. Acceptable options include:
1) Abrasive non-slip coating designed for exterior concrete, or
2) Commercial-grade anti-slip tread strips rated for outdoor, freeze/thaw environments.
b) Non-slip treatment must be durable, weather-resistant, and suitable for pedestrian healthcare facility use.
4. Handrail Inspection and Reinforcement
a) Inspect existing handrails and guardrails for stability and code compliance.
b) Tighten, anchor, or reinforce loose handrails as necessary.
c) Replace damaged anchors or fasteners.
d) Ensure rails are secure, rigid, and safe for public use.
C. Performance Requirements
