About this file
This is a Request for Quotation (RFQ) issued by the Albuquerque Area Indian Health Service (IHS) for HVAC Preventive Maintenance and Service Repairs at the Ute Mountain Ute Health Center in Towaoc, Colorado. The solicitation is set aside for small businesses, with a specific preference for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act. The contract will cover six HVAC units and includes a base year from January 1, 2026 to December 31, 2026, with four potential option years through 2030.
The contract requires bi-annual preventive maintenance and as-needed repair services, with a separate $2,000 annual allowance for repairs and replacement parts. Quoters must submit a three-volume proposal including technical capability, past performance, and pricing, with technical capability and past performance weighted more heavily than price. The NAICS code is 811412 with a small business size standard of $19.0M. Quotations are due by December 5, 2025, with the government anticipating award without discussions and seeking an all-inclusive service rate that covers all associated fees such as travel, taxes, and miscellaneous costs.

6. STATEMENT OF WORK (SOW)
General Contract Requirements
This is a Statement of Work (SOW) for the Ute Mountain Ute Health Center (UMUHC) North Campus Facility HVAC system: Operations, Bi-Annual Maintenance, and Related Services defined under the scope of this contract. This SOW describes the minimum requirements of the Ute Mountain Ute Service Unit (UMUSU) and acceptable outcomes to be performed by the Operations and Maintenance Contractor (known from here on as Contractor). All, or part of, the successful quoter's various required maintenance and management plans shall be incorporated into the contract.
UMUSU seeks to establish a partnering relationship with the Contractor to accomplish the program objectives in this contract. The objective of the partnering process is to provide an effective problem-finding/problem-solving management team composed of personnel from both parties, thus creating a single culture with one set of goals and objectives.
Partnering requires that both parties recognize and address those opportunities and challenges that shall be confronted to help maintain the health of the Contractor/UMUSU relationship. The relationship is based on trust, dedication to common goals, and an understanding of each other's individual expectations and values. The team shall consider utilizing a facility engineering and systems thinking approach to provide solutions from a global perspective. The outcome of this initiative is for UMUSU to leverage Contractor expertise to assist UMUSU in accomplishing these goals and objectives.
UMUSU intends to purchase Contractor to provide technical and managerial expertise to assist in the holistic management of the HVAC assets over the long term. This program strategy has taken the name "facilities engineering" and has proven to be a successful model resulting in efficient and effective management of assets while maintaining a lower overall cost of operations. The facilities engineering model is dependent upon an effective partnership with a highly skilled Contractor whose objectives are based on mutual understanding of the stated requirements and objectives. A higher level of effective communication between the Government and Contractor is essential for partnering and for this performance-based service contract to succeed, whereas the success of this contract is shared between the Government and the Contractor. More emphasis is placed on the Contractor's self-management of quality, not the usual inspection by Government inspectors, although that is a part of this contract as well. All parties shall act proactively to reduce service cost.
The Contractor shall provide management, supervision, labor, materials, equipment, and supplies (shipping & handling) for six (6) HVAC units as needed for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, repair of the HVAC system for the UMUHC North Campus.
HVAC units currently include:

The Contractor shall submit the Preventative Maintenance Plan as part of the Contractor's quote. Repairs
A "repair" is an act of restoring inoperable, dysfunctional or deteriorated equipment, systems, or material to a fully functional, non-deteriorated state.
