I. SCOPE OF PURCHASE
The U.S. Embassy Ankara intends to purchase one (1) brand-new, left-hand drive (LHD) multi-purpose light commercial passenger minibus configured for driver + 8 passengers (8+1), homologated for the EU/Türkiye market and suitable for immediate legal registration and road use in Türkiye.
The vehicle shall be delivered complete with all standard equipment, documentation, tools, emergency kit, minimum two (2) keys, and owner’s manuals. Only new, factory-produced vehicles are acceptable;
remanufactured, refurbished, or gray-market vehicles will not be considered.
Vendors may offer any make/model that meets all salient characteristics in Section I and the conditions herein; brand names are not specified, and “equal” products are acceptable when fully compliant with all requirements.
Authorized sourcing. Only offers from manufacturers, manufacturer-authorized distributors/resellers, or prime contractors that will source the vehicle from authorized distributors/sellers — with full manufacturer warranty, servicing, and parts availability in Türkiye — will be considered; offers must include proof of authorization and warranty validity in Türkiye.
Registration & insurance. Traffic registration services and one-year compulsory traffic liability insurance will be arranged separately by the Embassy under existing service arrangements; offerors shall exclude these items from pricing and scope.
Note on Procurement Authorization for Non-U.S. Manufactured Vehicles: This procurement is funded by ICASS for General Services Office, motor pool section and involves a vehicle that is not U.S.-manufactured. In accordance with 14 FAM 436.3-1(a)(2), such acquisitions require prior approval from A/LM/PMP/OF. This approval has been coordinated to ensure that the vehicle’s specifications—including fuel compatibility, local service availability, mission suitability and timely delivery—cannot be met by U.S.-manufactured vehicles offered through GSA. Procurement is being conducted using full and open competition consistent with FAR and Department policy.
Detailed technical requirements and specifications are provided in the attached SF-1449 form and subsequent line-item description.
Vendors are invited to submit quotations for vehicles that are equivalent to the described requirements, provided the proposed vehicle meets all salient physical, functional, and performance characteristics outlined in this solicitation. In accordance with FAR 52.211-6, "Brand Name or Equal," offerors must clearly demonstrate how their proposed vehicle satisfies each required specification to be considered technically acceptable.
II. DELIVERY TERMS AND CONDITIONS
The complete delivery of the ordered vehicle along with its components must occur within forty-five
(45) calendar days from the date the purchase order is emailed to the awardee.
A. Delivery Terms – Vehicles Located in Türkiye For vehicles already present within Türkiye at the time of offer submission, the delivery location must be the U.S. Embassy compound in Çukurambar, Çankaya, Ankara. Delivery must be made during normal business hours, as coordinated with the Embassy’s receiving personnel.
B. Delivery Terms – Vehicles Not Present in Türkiye For vehicles not physically located in Türkiye at the time of offer, the proposal must specify
Delivery at Place (DAP) delivery terms in accordance with Incoterms 2020-ICC International Chamber of Commerce [https://iccwbo.org/business-solutions/incoterms-rules/incoterms-2020/].
The delivery location shall be a designated bonded warehouse in Ankara, Türkiye. The specific entity’s name and address of the warehouse will be provided to the selected vendor after award notification.
(1) Responsibility Allocation Under DAP Terms
Under the DAP (Delivery at Place – Incoterms 2020) arrangement, the seller bears all costs and risks associated with transporting the vehicle to the final destination (bonded warehouse or Embassy compound in Ankara as guided by the Embassy). The Embassy assumes responsibility solely for vehicle unloading and customs clearance upon arrival in Ankara.
(2) Responsibilities Breakdown under DAP – Incoterms 2020-ICC
Seller’s Responsibilities:
1. Export Packaging – Prepare the vehicle for export in compliance with international shipping standards.
2. Loading Charges – Cover any costs associated with loading the vehicle at the seller’s facility.
3. Delivery to Port/Place of Export – Transport the vehicle to the initial port or handover location.
4. Export Duties, Taxes & Customs Clearance – Handle all necessary documentation and fees to clear the vehicle for export.
5. Origin Terminal Handling Charges (OTHC) – Pay for charges incurred at the origin terminal.
6. Loading on Main Carriage – Arrange and fund loading of the vehicle onto the main transportation mode.
7. Freight Charges – Cover shipping costs from origin to Ankara.
8. Destination Terminal Handling Charges (DTHC) – Pay terminal handling costs upon arrival in Türkiye.
9. Delivery to Final Destination – Ensure final delivery to the Embassy’s designated location in Ankara.
Buyer’s Responsibilities:
1. Unloading at Destination – Assume costs and responsibility for unloading at the bonded warehouse or Embassy.
2. Import Duties, Taxes & Customs Clearance – Handle all import-related expenses and legal clearances required by local authorities.
III. CONTRACT TYPE
This contract shall be awarded as a firm-fixed-price purchase order, with payment made entirely in either Turkish Liras or U.S. Dollars, as specified in the contractor’s quotation. Quoted prices must be all-inclusive, covering all labor, materials, overhead, profit, transit insurance, and transportation necessary to deliver the specified vehicle(s) to the U.S. Embassy in Ankara or to a designated bonded warehouse within Ankara, in accordance with the delivery terms. Pricing shall also account for any relevant provisions outlined in FAR 52.228-4 and FAR 52.228-5.
This Request for Quotation (RFQ) does not constitute an obligation on the part of the U.S. Embassy to make an award. The Embassy reserves the right to cancel this RFQ, in whole or in part, at any time.
The Contracting Officer further reserves the right to reject any or all quotations and to waive informalities or minor irregularities in any quotation received.
This acquisition will be conducted under the Simplified Acquisition Procedures described in FAR Part
13. No additional compensation shall be made for increases in the cost of labor, materials, or equipment, or for the contractor’s failure to accurately estimate costs or anticipate performance challenges. All prices must be stated clearly in either Turkish Liras or U.S. Dollars.
IV. GENERAL CONDITIONS
a. For local suppliers, the vehicle must be delivered to the U.S. Embassy’s specified address in Ankara, ready for registration and operation.
b. For non-local suppliers, the vehicle must be delivered under Delivery At Place (DAP) terms, in accordance with Incoterms 2020-ICC, to a designated bonded warehouse in Ankara, Türkiye.
c. Quotations proposing a delivery period exceeding forty-five (45) calendar days from the date of the award may be considered non-responsive and subject to disqualification due to lack of competitiveness.
d. Offerors must be the manufacturer; a manufacturer-authorized distributor/reseller; or a prime contractor sourcing the vehicle from an authorized distributor/seller in Türkiye. Quotations must include (1) proof of authorization and (2) written confirmation that OEM warranty, servicing, and parts support will be valid in Türkiye.
e. The vehicle shall be accompanied by the manufacturer’s warranty valid in Türkiye through the authorized distributor, offering coverage of at least three (2) years or 100,000 kilometers, whichever comes first. The original warranty certificate, issued in the name of the Embassy or assigned user, must be submitted at the time of delivery.
f. Complete delivery of the vehicle and all standard and solicited components (including documentation, accessories, and tools) is mandatory. Partial deliveries will not be accepted unless specifically authorized in writing by the Contracting Officer.
g. In accordance with the International Maritime Dangerous Goods (IMDG) Code, vehicles transported in containers are generally classified as hazardous goods. However, shipping lines may treat vehicles as non-hazardous if the fuel tanks are emptied and batteries disconnected. Suppliers must ensure compliance with this requirement prior to shipping to avoid logistical delays and additional handling charges.

a. Warranty Coverage The Contractor shall provide a manufacturer-backed warranty that is valid and enforceable in Türkiye for a minimum of two (2) years or 100,000 kilometers, whichever comes first. The warranty must cover all factory defects in materials, workmanship, and performance (parts and labor). Proof of coverage—an OEM or authorized-dealer warranty certificate identifying the VIN—shall be provided at delivery.
b. Authorized Service Support Warranty servicing must be available through the manufacturer’s authorized service network in Türkiye.
The Contractor shall ensure that the awarded vehicle is eligible for service under the warranty at any certified dealer of the manufacturer within Türkiye and shall provide a list of authorized service locations upon request.
c. Spare Parts and Repairs The Contractor shall ensure availability of genuine OEM parts in Türkiye throughout the warranty period.
For any defect covered by warranty, the Contractor shall coordinate and complete repairs and parts replacement at no cost to the Government, using OEM parts and applying any OEM software updates/recall actions as required
d. Response Time Upon receipt of a warranty claim notice from the Government, the Contractor shall acknowledge within two (2) business days and schedule servicing within five (5) business days, unless otherwise agreed in writing due to parts lead times or operational constraints. The Contractor shall keep the Government informed of status and estimated completion.
e. Remedies for Non-Compliance If the Contractor fails to honor the warranty obligations in a timely and effective manner, the U.S.
Government reserves the right to:
• Seek reimbursement for any repair costs incurred due to failure of warranty support;

• Invoke any applicable warranty or remedy clause under FAR 52.212-4 (Contract Terms and Conditions—Commercial Items);
• Withhold or deduct future payments for unresolved warranty deficiencies, if applicable.
XII. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
Purpose. This plan establishes how the Government will monitor Contractor performance to ensure the required vehicle is delivered in full compliance with the contract. The Contractor is responsible for managing quality and meeting all requirements; the Government monitors and documents performance.
Surveillance Method. The COR (or designee) will use: (1) inspection at destination; (2) document review (shipping/technical/warranty); and (3) verification against the pass/fail compliance matrix. Surveillance occurs at delivery/acceptance and, as needed, during the warranty period.
Acceptable Quality Level (AQL). Because this is a single-unit supply buy with pass/fail specifications, the AQL is 100% for the performance thresholds below.
