The solicitation seeks a light commercial passenger vehicle with specific requirements: Euro 6.2 diesel engine, automatic transmission with ≥8 speeds, power-operated sliding doors, configured for 8 passengers plus 1 driver. Offerors must provide a minimum 2-year manufacturer's warranty, submit pricing exclusive of VAT and SCT taxes, and comply with federal anti-discrimination laws. The embassy will evaluate proposals using the Central Bank of Türkiye's exchange rate on the solicitation due date, and offers over $30,000 must provide proof of System for Award Management (SAM) registration.

Dear Prospective Quoter, Subject: Request for Quotations (RFQ) number 19TU1525Q4214 – One (1) Multi-Purpose Low-Roof 8+1 Minibus.

Enclosed is a Request for Quotations (RFQ) for one (1) new multi-purpose low-roof light commercial passenger minibus, configured for driver + 8 passengers (8+1), Euro 6.2 diesel, automatic transmission (≥8-speed), power-operated sliding doors (dual preferred) and the other technical specifications listed in Section 1 of the solicitation for the U.S. Embassy Ankara. If you would like to submit a quotation, please follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the email address indicated on the SF- 1449 that follows this letter.

The U.S. Government intends to award a firm-fixed-price purchase order to the responsible company submitting a technically acceptable offer at the lowest evaluated price (LPTA). Only offers from manufacturers, manufacturer-authorized distributors/resellers, or prime contractors that will source the vehicle from authorized distributors/sellers — with full manufacturer warranty, servicing, and parts availability in Türkiye — will be considered; offers must include proof of authorization and warranty validity in Türkiye. The Government intends to make award based on initial quotations without discussions; however, we reserve the right to conduct discussions if determined necessary.

A pre-quotation conference is not planned for this solicitation.

Quotations are due by Wednesday, September 10th, 2025, on or before 3:30 p.m. (GMT+3). Late quotations will not be accepted. Proposals must be in English; incomplete proposals will be rejected as non-responsive.

Your quotation must be submitted electronically to Ankara-GSO-Procurement-DL@state.gov File formats must be MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe PDF. Each email must not exceed 30 MB; if your submission is larger, split it across multiple emails (each <30 MB) and clearly label them (e.g., “Email 1 of 2”).

In order for a quotation to be considered, you must also complete and submit the following:

1. A completed solicitation: SF-1449 cover page (Blocks 12, 17, 19–24, and 30 as applicable), Section 1 (Supplies/Services and Prices/Costs), and Section 5 (Representations/Certifications).

2. Solicitation Amendments (if any) signed and returned.

If quoting as a prime, include documentation showing sourcing from an authorized distributor/seller with OEM warranty, servicing, and parts availability in Türkiye.

6. Warranty Information: Minimum 2-year manufacturer’s warranty (parts & labor) valid in Türkiye, with authorized servicing network details.

7. Certification Regarding Compliance with Applicable Federal Anti-Discrimination Law (Exhibit A), signed.

Quote prices exclusive of Value Added Tax (VAT; Turkish: Katma Değer Vergisi, KDV) and Special Consumption Tax (SCT; Turkish: Özel Tüketim Vergisi, ÖTV) under the Embassy’s diplomatic tax exemption. Provide prices in Turkish Lira (TRY) or United States Dollars (USD). For proposal evaluation—and to ensure equity among offers—the exchange rate applied will be the Central Bank of the Republic of Türkiye (CBRT) Banknote Buying rate for TRY vs. USD published at 3:30 p.m. (GMT+3) on the solicitation due date.

Offerors shall be registered in the System for Award Management (SAM) at https://www.sam.gov prior to award, as prescribed under FAR 4.1102. Failure to be registered at the time of award may render the offeror ineligible.

Sincerely, 8/28/2025
