Photography of Fine Art Collection

National Museum of the Marine Corps (NMMC)

1. Background The National Museum of the Marine Corps (NMMC) acquires, stores, preserves and exhibits the material history to include fine art of the Marine Corps from 1775 to the present. In addition, the NMMC educates Marines on their traditions through exhibitions, supports the efforts of the Marine Corps command museums, as well as serves as a source of information for Marines, veterans, the academic community, and the public. As part of its mission, the NMMC is tasked with collections stewardship responsibilities to provide professional expertise for all museum artifacts and works of art within the collection located throughout all Marine Corps facilities.

The NMMC art collection includes fine art to include sculpture and prints representing over two (2) centuries of mainly eye-witness accounts of the Marines in battle, enduring the anguish, routine, boredom, and peril that are the Marines. The paintings in the collection range in age from the early 19th century to the present day.

Much of the collection includes works on paper and canvas. Other works are painted on wood, metal, masonite, and other substrates. The collection also includes period lithographs, prints, sculptures and other two (2) dimensional works requiring special handling due to their fragility and composition. There are approximately fifty (50) sculptures with patinas that range from very glossy to dull. The condition of the artwork ranges from pristine to very fragile.

2. Scope This requirement is for professional fine art photography and the creation of reproductions of original paintings, drawings, and sketches. Most of the fine art and prints are on paper and/or illustration board. Others are painted metal, wood, and other substrates. Some of the fine art is framed with plexiglass or glass that cannot be de-framed at this moment and will require photography through the glazing. The condition of the fine art and prints range from pristine to very fragile. The scope of this requirement is to professionally photograph a portion of the fine art and print collection for use as a master digital archival record, to support research requirements, requests for reproductions, and to create professional fine art reproductions on fine art paper(s) and/or canvas.

The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with this requirement with a 5-year ordering period during which individual Task Orders may be issued/awarded under the master IDIQ contract. The Contractor shall perform services as identified in each Task Order.

3. Performance Requirements

3.1. Tasks

3.1.1. Intake Meeting and Site Visit to NMMC Museum Support Facility (MSF) The contractor shall be available for an intake meeting within twenty-five (25) days of contract award to review a sampling of fine art, prints, and sculpture requiring photography and review the workspace for photographing the collection. The intake meeting and review of collection and workspace may be completed in a single visit. Meeting and site visit will be coordinated directly with the Technical Point of Contact (TPOC) and take place at the NMMC Museum Support Facility (MSF).

3.1.2. Photography, Scanning of Transparencies, and Reproduction of Works of Art and Prints.

Photographic and scanning projects shall range from a single item to two hundred (200) items, these projects shall be spread out across several days of physical photographing/scanning sessions to be coordinated between the Contractor and TPOC. The vendor shall have the capability to create reproductions of the works of art, utilizing the digital files. To minimize handling and reduce the risk of damaging fragile works of art, most photographic tasks will be performed at the MSF, and the Contractor must provide any equipment required to perform the tasks. Equipment will not be stored at the NMMC locations for more than a twenty-four (24) hour period.

No photographic or scanning efforts shall modify or harm Museum works of art, prints, or sculpture. The Contractor shall be able to identify the amount of space and time needed to complete the tasks under this contract and provide the TPOC with potential options, as applicable, for completion of photography for review by the TPOC.

3.1.3. Digital Images

Unless otherwise specified by the TPOC, all digital images will be captured at 300dpi for output at 60" along the long dimension at a minimum size of 75 mb TIF file. Unless otherwise specified by the TPOC, the contractor will be required to provide a 4 x 5" Proof Print and digital files for each work of art, print, or sculpture photographed to include the following:

1. High Resolution TIF file - 20" @ 300 DPI

2. JPG - 20" @ 300 DPI

3. Medium Resolution JPG-10" @300 DPI

4. Low Resolution JPG - 5" @ 72 DPI

5. JPG and TIF files of each work of art will be provided to the TPOC via Dropbox within ten (10) days after the session. An external hard drive containing the above information of TIF and .JPEG files for each item scanned and/or photographed will be provided at the end of each year of the contract.

6. The Contractor must provide digital images of the works of art, prints, transparencies and sculpture photographed or scanned in their original form.

There shall be no alterations to the original work of art when processing the digital image.

3.1.4. Retouching Photography Images

The Contractor must be able to digitally correct images produced of items photographed if the present condition of the work would preclude it from being reproduced. This will be in addition to the requirements on 3.1.3:

1. Digital Retouch - Light

The Contractor shall digitally correct images of items photographed as required due to issues including but not limited to item fragility or losses when photographed. For items that require digital correction, it will be at a minimal/light level of digital retouch.

Most photographs will not require retouching. E.g. minimal/light retouching may be required if a work of art is to be reproduced on canvas or fine art paper and there is an evident tear or some other issue with the original work.

There will be two digital images created, one as the work is and the other as it will appear when reproduced.

3.1.5. 4" x 5" Transparency Scanning There may be a rare instance of a requirement to scan a 4" x 5" color transparency into the format listed in 3.1.3. In the event of this occurring, the Contractor shall review the transparency to ensure the transparency it suitable for scanning. This recommendation will be presented to the TPOC to proceed if the transparency is suitable or not to proceed if the transparency is damaged and cannot be scanned to the levels in 3.1.3. Transparencies will only be used if no other publishable quality digital image is available. Transparencies will have been created prior to 2010. If a transparency is scanned, the transparency will be loaned to the Contractor with a loan agreement from the museum for the time the transparency is in the possession of the Contractor.

3.1.6. Reproductions, Printing and Digital Materials

Per a separate task order the Contractor shall produce museum quality reproductions of works in the art collection. While final size may vary in most cases, the completed reproduction will not exceed 32" x 38". The artwork is to be determined by the TPOC. The TPOC shall provide the tiff file to the contractor via DoD SAFE in the event the contractor does not have access to the digital files.

All print and digital materials shall be archival quality and museum grade, unless otherwise specified. The contractor shall provide a color Proof Print for each reproduction print, which shall be approved by the TPOC before the final reproductions/prints are produced unless the TPOC specifically advises the Contractor that proofs are not required. The type of print materials that shall be used are generally determined by the original support of the work of art on either fine art paper or canvas. Original works on paper shall be reproduced on fine art paper unless otherwise specified by the

TPOC.

The Contractor must be able to produce prints on fine art paper(s) and/or canvas. No stretching is required under this contract, but the canvas print should have a wide enough border to permit the canvas to be mounted on stretcher bars.

3.1.7. Scheduling Photography

The scheduling of photography task orders will involve a five (5) calendar day lead time before work begins. Most small photography projects, which range from one (1) to ten (10) works of art, shall involve a ten (10) calendar day lead time before work begins. Medium photographic task orders that range from ten (10) to forty (40) works of art will usually involve a ten (10) calendar day lead time before work begins. Large photographic task orders that range from forty (40) to over one hundred (100) works of art will have a fifteen (15) calendar day lead time before work begins. The lead time is to permit the TPOC time to ensure that the works of art are ready for the Contractor before work begins.

Photography sessions will be restricted to one (1) to two (2) days per session.

3.1.8. Recommendations

The Contractor shall be required to make recommendations to the TPOC on imaging methodologies, project scheduling, and printing options. All work involves creative problem solving to professionally document rare, unique, and valuable collections of the NMMC.

3.1.9. Contractor Coordination with TPOC: The Contractor shall maintain contact by phone, mail, email or in person (whichever is most efficient) with the TPOC to resolve difficulties or make decisions regarding this contract.
