3. Evaluation Factors and Basis for Award Determination:

Evaluation of the quotes will be based on a Lowest Priced Technically Acceptable basis, in accordance with Simplified Acquisition Procedures outlined in FAR 13.106 and utilizing FAR 52.212-2 “Evaluation-Commercial Items.”

FAR 52.212-2 Evaluation – Commercial Items:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation has been found to be technically acceptable and is the lowest price of the technically acceptable offers. The following factors shall be used to evaluate offers:

· Technical Acceptability: Responses will be rated either “Technically Acceptable” or “Technically Unacceptable”. In order to be determined “Technically Acceptable,” responses must demonstrate adherence to the specifications in this RFP, the PWS, and its attachments, as well as a clear understanding of the requirement as per the required technical submission delineated below in #4.

· Price: Pricing must adhere to the CLIN descriptions and must be determined fair and reasonable. If all submissions received meet the technical specifications, pricing information – once determined to be fair and reasonable- will be used to select the awardee.

(c) The agency intends to award a Small Business Set-aside Firm Fixed-Price contract. After receipt of quotes, the Government will first determine if the quotes provided are technically acceptable, per the criteria outlined in this solicitation. If the quotes are found to be technically acceptable, then the pricing of those quotes will need to be determined to be fair and reasonable, and otherwise properly awardable.

The award will be made to the contractor that can achieve technical acceptability to deliver the services and provide materials, and install new IDS, and ACS, for the U.S. Army INSCOM, USACIC, JBLM, WA as outlined in the PWS, as well as a quote that can be found as fair and reasonably priced. If two or more proposals are found to be technically acceptable, and do not provide an advantage of technical capability over the other quotes, then the lower priced proposal will receive the award.

(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

4. Technical Submission

Offerors shall demonstrate their methods for obtaining proposed staff that have the education, training, knowledge, certifications, and experience to successfully carry out the ACIC Building 3275 JBLM IDS/ACS Install services. Technical submission shall consist of the following:

(a) Requisite qualifications, experience, effective communications skills

(c) Staff flexibility and commitment to perform work assignments on short notice based on changing task priorities

(d) A plan to provide and retain highly qualified install services with the requirements listed in the PWS Specific Tasks section in Part 5 of the PWS 5.1 to 5.1.20.

(e) Provide an effective quality control and cost monitoring plan that adheres to requirements specified in the Quality Assurance Surveillance Plan, of PWS

(f) The offeror shall provide their full plan of how they will perform services and installation. Site visits, discussions, clarifications and conferences will be considered upon request.

(g) The contractor shall be able to perform all the work laid out in PWS, which is in Building 3275 on US Army INSCOM, USACIC, Region III at Joint Base Lewis McCord, Washington State.

Additionally, the KO reserves the right to make no award under this solicitation.

7. Attachment 0002 contains provisions that apply to this solicitation and clauses that will be applicable to the resulting award. Some of the provisions require a response from the contractor and must be submitted along with your proposal.

8. The proposal received in response to this RFQ shall remain valid for 180 calendar days from the due date below. Further, should you be awarded this contract, the contractor will furnish the items and/or services identified in its quote at the price quoted to the designated point(s) within the time specified in the contract.
