MEMORANDUM FOR 356 ETSG/CONS
FROM: 356 ETSG
SUBJECT: Request for Quotes, Vehicle Rental BPA, FA502525QB001
1. The Government intends to enter into a Blanket Purchase Agreement (BPA) for Vehicle Rentals on Tinian for the 356 ETSG at North Field, Tinian. The contractor shall provide all services in accordance with the attached Performance Work Statement (PWS). The Master Dollar Limit for this BPA is $1M. The price list items/services, quantities, and unit of measure are found at Attachment 4, Price List, to this solicitation. The Period of Performance for this agreement will be 27 September 2025 – 26 September 2027
2. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.
This acquisition is 100% set-aside for small business concerns with a North American Industry Classification System (NAICS) code of 532111 and size standard of $47M
3. The Government will award BPAs resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and all other factors considered. The following factors shall be used to evaluate offers:
i. Price
ii. Completeness of Price List
The Government intends to award to the offeror who provides the lowest priced quotation or offer.
4. OFFER PREPARATION INSTRUCTIONS: Offerors are required to meet all solicitation requirements, including format, terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award.
The quote shall include two separate parts: Part I) Information Sheet (Attachment 1); Part II) Price List (Attachment 4) to be eligible for award. Your price list must have an effective date and an end date. Upon receipt of your price list, the Government will review and evaluate your pricing and, if determined to be fair and reasonable, may enter into an agreement for services.
5. Extent of obligation: This agreement does not obligate the Government. The Government is obligated only to the extent of authorized purchases actually made under the BPA, to be confirmed in writing by the Contracting Officer through the issuance of a BPA call.
6. Additionally, in order to enter into an agreement with the Government, a contractor must be registered and active in System for Award Management prior to award.
7. Individuals authorized to purchase under the BPA: A list of individuals authorized to purchase under the BPA
(Authorized Callers), identified either by title of position or by name of individual, organizational component, and dollar limitation per purchase for each position will be furnished to the contractor. Only those positions listed are authorized to place calls. It is the contractor’s responsibility to ensure only calls from authorized individuals are accepted.
8. The provisions and clauses that apply to this solicitation are found Attachment 2, Terms and Conditions of this solicitation. All clauses will remain in full force and effect in the resultant agreement. The full text of all clauses and provisions may be accessed electronically at https://www.acqusition.gov.
9. If a BPA is awarded to your firm, it will be prepared in accordance with the provisions of the Federal
Acquisition Regulation and standard procedures contained therein will apply. Firms are required to complete and return Attachment 1 and Attachment 4 of this letter with their quote. Submit your quotation no later than 15 August 2025, 11:00 A.M. Chamorro Standard Time (ChST) at 356ECEG.CONS.Teams@us.af.mil.
