Questions and Answers

1. Is there any flexibility in submitting an offer for transit vans with year model 2017 and 2018 that are below 50,000 mileage, and other required vehicles that are less than 10 years old with miles less than 75,000?

A: 15 PAX Transit vans have been removed from the price list. A new price list is attached to the solicitation posting on SAM.gov.

2. Could you please clarify the typical advance notice the Government will provide before placing a rental call?

A: Typical notice is one month notice however the first call will have a shorter notice before contract start time.

3. The BPA period is from 27 September 2025 to 26 September 2027; however, since this is on an on-call basis, not all rentals may start at the beginning of the performance period. Could you confirm if the rental duration and start dates will vary for each call, and how much notice we will receive for each?

A: The BPA period of 27 September 2025 to 26 September 2027 is the ordering period during which time calls can be placed. The period of performance for the actual rentals will be in the call themselves. For the question about the notice timeline please refer to question 2.

4. Will this BPA be awarded to more than one vendor, or will there be a single award?

A: This will be a single award BPA.

5. Is it mandatory to submit prices for all items listed in Attachment 4, or can we quote only for the vehicle types that we currently have available?

A: It is not mandatory to submit pricing for all items; however, offers with the most complete price list will be evaluated as more favorably in accordance with the evaluation criteria detailed in the solicitation (completeness). Providing pricing for all listed vehicles is ideal as one of the evaluation factors is completeness of the price list.

6. If a requested vehicle is unavailable at the time of a call, will the Government be able to rent from another vendor under the BPA? If so, how will this process work?

A: This is a single award BPA.

7. If we ship multiple vehicles to Tinian in advance to meet possible demands, but the Government does not require all of them at once, how will rental start dates and charges be handled for those unused vehicles?

A: The calls placed against the BPA will have a list of the vehicles that are needed for the period on the call. Pre-positioning of vehicles is done at vendor discretion and is not required as an aspect of contract performance. Rental start/end dates will be specified on the call.

8. Is it mandatory to submit daily, weekly, and monthly prices for all vehicles?

A: It is not mandatory but highly recommended as it allows for the highest amount of flexibility for the Government.

9. Some of our vehicles require shipping from Saipan, and if the Government rents for only one day, the cost would not cover the shipping expense. Should the shipping cost be included in the rental rate, or can it be listed as a separate line item?

A: Cost of shipping is an allowable expense that will vary based on the distance, vehicle type, number of vehicles and specific company policies. Pricing shall be establish when call is placed. For purpose of competitive evaluation please provided estimated shipping of one vehicle on the Other Direct Costs item of the Price list.

10. The location on the price list states Guam, is this correct?

A: No, the location is Tinian. This was corrected along with the removal of the 15 PAX vans from Question 1.

11. How many vehicles will be needed each time?

A: The government is not able to determine at this time the number of vehicles that will be required for each call. The purpose of establishing the BPA with calls placed as need is defined. This is the method of addressing the unpredictability of the Government’s need.
