1.0 GENERAL INFORMATION: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and FAR subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2025-02 effective 3 January 2025.

This notice is not authorization to begin performance and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract as a result of this notice.

1.5. DESCRIPTION: The purpose of the Overhead Doors Maintenance and Repair (M&R)

Services Contract is to provide Preventive Maintenance (PM), inspection, and minor repair for operational Overhead Doors located on Buckley Space Force Base (BSFB), CO 80011- 9572. The Contractor will provide all personnel, labor, equipment, supplies, tools, travel costs, materials, vehicles, supervision and other items and services necessary to provide semi-annual preventative maintenance inspections, repairs, and routine/emergency service repair for overhead door systems located on BSFB. Location, quantities, and types of systems are listed in Appendix A found in the Performance Work Statement (PWS).

1.6. PERIOD OF PERFORMANCE:

Basic Period: 01 April 2025 – 31 March 2026; 12 months Option Year 1: 01 April 2026 – 31 March 2027; 12 months Option Year 2: 01 April 2027 – 31 March 2028; 12 months Option Year 3: 01 April 2028 – 31 March 2029; 12 months Option Year 4: 01 April 2029 – 31 March 2030; 12 months Option Period 5 (6 Months Extension): 01 April 2030 – 30 September 2030; 6 months

1.7. ACQUISITION DETAILS: This solicitation is intended as a competitive total small business set-aside IAW FAR 19.502-2(b) and will utilize Simplified Acquisition Procedures IAW FAR Part 13.

2. INSTRUCTIONS TO OFFERORS:

A. The quote submitted in response to this RFQ must be in compliance with the terms and conditions of the requirements as stated in the RFQ, attachments, and the PWS. All claimed capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Non-conformance with these instructions may result in rejection of the quote or being deemed ineligible for award. Quotes will be evaluated using the Lowest Price Technically Acceptable (LPTA) selection method. Award will be made to the Offeror whose quote is found to be technically acceptable; whose price is lowest, complete, and reasonable; and who is found to be responsible for award. The Government intends to make an award without discussions; however, this does not preclude the Government form holding discussions if it is in the best interest of the Government.

B. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.

C. Quote Preparation and Submission: Offeror shall complete and submit a quote with, at minimum, the following information: Statement of Technical Approach, Price Quote, and required contractor representations found in Attachment 2.

1. Quote shall be electronic in a format readable by Microsoft Office applications

365 or later. Provide the quote on company letterhead.

2. Offerors are responsible for ensuring that they submit their quote before the submission date and time deadline.

3. Prior to award, the offeror must complete and be active in the System for Award Management, SAM.gov (https://www.sam.gov).

D. Questions and Answers / Assumptions and Exceptions: Contractors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing to the Contracting Officer/Contract Specialist identified below no later than 2:30 PM MDT on 20 January 2025. Questions will be consolidated, and responses will be forwarded to all Contractors on/around 23 January 2025. No further questions will be addressed for this solicitation after this date.

E. Discrepancies: If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the omission or error.

2.1. THE PRICE QUOTE: The Offeror shall submit a reasonable, complete, and balanced price quote. The pricing information submitted should fully support the PWS requirements for each major functional element specified in the PWS. Pricing should follow the CLIN structure in Section 1.5 above. Information shall also show the consolidated total price for the life of the contract including all periods of performance as listed in Section 1.7 above.

A. The price shall include the firm-fixed-price (FFP) unit (CLIN) price to be paid to the

Contractor and shall include all personnel, labor, equipment, supplies, tools, material, supervision, travel, periodic inspection, repair, and other items and services necessary to perform vehicle barriers maintenance and repair services as defined in the PWS.

B. Evaluation of FAR 52.217-8, Option to Extend Services: The solicitation and subsequent award for this acquisition contains the clause at FAR 52.217-8, Option to Extend Services. This option to extend the contract term shall be evaluated as part of the initial evaluation, whereby any resultant exercise of this option is within the scope of the pending contract. The option provision may be exercised more than once and for any length of time at less than or equal to six (6) months, but the total extension of performance hereunder shall not exceed six (6) months. The Government shall evaluate the possible prices for FAR 52.217-8 through its evaluation of the base and option year 1- 4 prices. If conditions warrant the exercise of the FAR 52.217-8 extension, the price(s) for continued performance under this clause shall be at the same price(s) as awarded for the base period or the option period (whichever is being extended). Therefore, do not submit pricing for the 6-month extension CLINs. The Government has included in the pending contract the above clause to extend services at the same price as the last performance period plus any applicable wage determination increase. The Government will evaluate price reasonableness on the Option Period 5 CLINs by applying the same amount to these http://www.sam.gov/

CLINs as is provided in the Option Period 4 CLINs to formulate the Total Evaluated Price.

2.2. THE TECHNICAL APPROACH: Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the requirements. Address your technical solution for meeting or exceeding the Government’s minimum performance or capability requirements. All of the requirements specified in the solicitation are mandatory. By submitting a quote, the Offeror is representing that their company will perform all the requirements specified in the solicitation.

3. BASIS OF AWARD:

A. A contract may be awarded if a quote is deemed responsible IAW FAR 9.1 and conforms to the requirements outlined in the PWS (Attachment 1) and to include all stated terms, conditions, representations, certifications, and all other information required by the RFQ instructions.

B. Methodology: Upon determining a quote is responsive and contains all elements outlined in

Section 2 of this document, the lowest priced responsive quote will undergo a technical evaluation. If the technical approach is deemed acceptable, the quote will then move on to price reasonableness determination. If the quote is deemed not acceptable for the technical approach factor, the entire quote will be determined not acceptable. The Government intends to make award based on the initial quote submissions but may reach out for clarifications to offerors if needed.

1. Technical Approach: The Government will determine if the quote is technically acceptable based on whether it meets all of the requirements set forth in the PWS, and whether it demonstrates a comprehensive understanding of the scope of the work of the requirement and how it will be performed.

2. Price: The quoted price will be evaluated for price reasonableness, completeness, and balanced pricing. The Government may compare the quote to the Independent Government Estimate (IGE) or may use other analysis techniques.

The Government may request other than certified cost and pricing data prior to award in order to determine price reasonableness. Failure to provide adequate cost and pricing data upon request of the Government may disqualify a quote from award.

i. Completeness: The quote will be evaluated to ensure continuity and traceability of prices to the technical approach document and to the initial quote to determine the extent to which all the price elements have been addressed. The review will determine the adequacy of the Offeror’s quote in addressing and fulfilling the RFQ requirements.

ii. Reasonableness: For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more analysis techniques.

iii. Unbalanced pricing: The Government shall analyze the quote to determine whether it is unbalanced with respect to separately priced line items and annual periods of performance. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

4. CLAUSES AND PROVISIONS:

A. See Attachment 2 for all provisions and clauses in their latest editions which apply to this acquisition and are incorporated by reference or full text.

B. Additional FAR clauses cited within the solicitation will be incorporated into the resulting contract.

C. Awardee will be required to invoice through Wide Area Work Flow (WAWF).
