1. GENERAL INFORMATION: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This solicitation is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2025-04.
This notice is not authorization to begin performance and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract as a result of this notice.
1.1. TYPE OF CONTRACT: The Government intends to award a Firm Fixed Price Contract based on evaluation criteria including technical capability, past performance, and price.

1.4. REQUIREMENT DESCRIPTION: Buckley SFB, CO 80011-9572 plans to acquire the following requirement: Advanced Life Support (ALS) Continuing Education Training.

1.6. DESCRIPTION: In accordance with the Performance Work Statement, the contractor shall provide all materials and qualified skilled and unskilled labor to provide Continuing Education Units (CEU) for Advanced Life Support (ALS) medical training to Buckley Space Force Base (BSFB) firefighters. In addition, the contractor shall teach intravenous (IV) training to BSFB Emergency Medical Technicians (EMT) and teach Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS) courses to BSFB paramedics. Additionally, the contractor shall provide training to certify Buckley firefighters and 911 dispatchers the cognitive skills evaluations in accordance with the curriculum of the American Heart Association Basic Life Support (CPR and AED) Program every two years.
Buckley Fire Emergency Services (FES) provides both Basic Life Support (BLS) and Advanced Life Support (ALS) services to the base community. All Emergency Medical Service (EMS) providers must meet the minimum requirements of the National Continued Competency Program (NCCP). Nationally registered Paramedics (NRP) are required to renew their certification every two years. The Paramedic NCCP requires a total of 60 hours of continuing education to recertify. The model requires continuing education in three components: (1) a national component: (2) a local/state component, and (3) an individual component. Nationally Registered Emergency Medical Technicians (NREMT) are required to renew their certification every two years. The EMT (NCCP) requires a total of 40 hours of continuing education to re-certify. The contractor shall provide thirty-six (36) hours of scheduled monthly CEU's (three two-hour sessions per month for twelve months). The contractor shall provide instructive and skills-based learning at each CEU session. This model allows for the evaluation of competencies.
1.7. PERIOD OF PERFORMANCE:
Basic Period: 1 September 2025 – 31 August 2026; 12 months Option Year 1: 1 September 2026 – 31 August 2027; 12 months Option Year 2: 1 September 2027 – 31 August 2028; 12 months Option Year 3: 1 September 2028 – 31 August 2029; 12 months Option Year 4: 1 September 2029 – 31 August 2030; 12 months 6 Month Extension: 1 September 2025 – 31 August 2025; 6 months
1.8. ACQUISITION DETAILS: This solicitation is intended as a women-owned small business set-aside IAW FAR 19.15 and will utilize Simplified Acquisition Procedures IAW FAR Part 13.
2. INSTRUCTIONS TO OFFERORS:
A. The quote submitted in response to this RFQ must be in compliance with the terms and conditions of the requirements as stated in the RFQ, attachments, and the PWS. All claimed capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Non-conformance with these instructions may result in rejection of the quote or being deemed ineligible for award. Quotes will be evaluated using the Lowest Price Technically Acceptable (LPTA) selection method. Award will be made to the Offeror whose quote is found to be technically acceptable; whose price is lowest, complete, and reasonable; and who is found to be responsible for award.
B. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.
C. Quote Preparation and Submission: Offeror shall complete and submit a quote with, at minimum, the following information: Statement of Technical Approach, Price Quote, Past Performance, and required contractor representations found in Attachment 2 Solicitation FA254325Q0025.
1. Quote shall be electronic in a format readable by Microsoft Office applications
365 or later. Provide the quote on company letterhead.
2. Offerors are responsible for ensuring that they submit their quote before the submission date and time deadline.
3. Prior to award, the offeror must complete and be active in the System for Award
Management, SAM.gov (https://www.sam.gov).
D. Questions and Answers / Assumptions and Exceptions: Contractors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing to the Contracting Officer identified above no later than 4:30 PM MST on 8 July 2025.
Questions will be consolidated and responses will be forwarded to all Contractors on/around 11 July 2025. No further questions will be addressed on this project after this date.
2.1. THE PRICE QUOTE: The Offeror shall submit a reasonable, complete, and balanced price quote. The pricing information submitted should fully support the PWS requirements for each major functional element specified in the PWS. Pricing should follow the CLIN structure in Section 1.5 above. Information shall also show the consolidated total price for the life of the contract including all periods of performance as listed in Section 1.7 above. Please note that the 6-month extension pricing will be evaluated as part of the award and may be utilized IAW FAR 52.217-8.
A. The price shall include the firm-fixed-price (FFP) unit (CLIN) price to be paid to the
Contractor and shall include all personnel, labor, equipment, supplies, tools, material, supervision, travel, periodic inspection, repair, and other items and services necessary to perform vehicle barriers maintenance and repair services as defined in the PWS.
2.2. THE TECHNICAL APPROACH: Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the requirements. Address your technical solution for meeting or exceeding the Government’s minimum performance or capability requirements. All of the requirements specified in the solicitation are mandatory. By submitting a quote, the Offeror is representing that their company will perform all the requirements specified in the solicitation.
2.3. PAST PERFORMANCE: The Offeror shall submit a maximum of three examples of its own experience proposed under this effort. Past performance should demonstrate recency (examples that are ongoing or completed within the past five (5) years from the date of issue for this RFQ) and relevancy (examples that reflect the Offeror’s experience with same or similar work as described in the PWS, performed for the federal government, academic institutions or state/local governments, and/or demonstrate similarity of requirements if performed in the commercial sector). The Government reserves the right to obtain information relative to present and past performance on its own. Past performance will be evaluated on a pass/fail basis of meeting recency and relevancy.

3. BASIS OF AWARD:
A. A contract may be awarded if a quote is deemed responsible IAW FAR 9.1 and conforms to the requirements outlined in the PWS (Attachment 1) and to include all stated terms, conditions, representations, certifications, and all other information required by the RFQ instructions.
B. Methodology: Upon determining a quote is responsive and contains all elements outlined in
Section 2 of this document, the lowest priced responsive quote will undergo a technical evaluation. If the technical approach and past performance are deemed acceptable, the quote will then move on to price reasonableness determination. If the quote is deemed not acceptable for either the technical approach or past performance factors, the entire quote will be determined not acceptable. The Government intends to make award based on the initial quote submissions but may reach out for clarifications to offerors if needed.
1. Technical Approach: The Government will determine if the quote is technically acceptable based on whether it meets all of the requirements set forth in the PWS, and whether it demonstrates a comprehensive understanding of the scope of the work of the requirement and how it will be performed.
2. Past Performance: The Government will evaluate submitted past performance examples as well as other sources, such as other Federal Government offices and commercial sources, and may contact those sources by any means (phone, email, etc.) to assess past performance. As stated in Section 2.3 above, past performance will be evaluated on the basis of recency and relevancy.
3. Price: The quoted price will be evaluated for price reasonableness, completeness, and balanced pricing. The Government may compare the quote to the Independent Government Estimate (IGE) or may use other analysis techniques.
The Government may request other than certified cost and pricing data prior to award in order to determine price reasonableness. Failure to provide adequate cost and pricing data upon request of the Government may disqualify a quote from award.
i. Completeness: The quote will be evaluated to ensure continuity and traceability of prices to the technical approach document and to the initial quote to determine the extent to which all the price elements have been addressed. The review will determine the adequacy of the Offeror’s quote in addressing and fulfilling the RFQ requirements.
ii. Reasonableness: For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more analysis techniques.
iii. Unbalanced pricing: The Government shall analyze the quote to determine whether it is unbalanced with respect to separately priced line items and annual periods of performance. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
4. CLAUSES AND PROVISIONS:
A. See Attachment 2 for all provisions and clauses in their latest editions which apply to this acquisition and are incorporated by reference or full text.
B. Additional FAR clauses cited within the solicitation will be incorporated into the resulting contract.
C. Awardee will be required to invoice through Wide Area Work Flow (WAWF).
