1. DESCRIPTION OF SERVICES
The contractor shall provide all materials and qualified skilled and un-skilled labor to provide continuing education units (CEU) for Advanced Life Support (ALS) medical training to Buckley Space Force Base (BSFB) firefighters. In addition, the contractor shall teach intravenous (IV) training to BSFB Emergency Medical Technicians (EMT) and shall teach Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS) courses to BSFB paramedics. Additionally, the contractor shall provide training to certify Buckley firefighters and 911 dispatchers the cognitive skills evaluations in accordance with the curriculum of the American Heart Association Basic Life Support (CPR and AED) Program every two years.
Buckley Fire Emergency Services (FES) provides both Basic Life Support (BLS) and Advanced Life Support (ALS) services to the base community. All Emergency Medical Service (EMS) providers must meet the minimum requirements of the National Continued Competency Program (NCCP). Nationally Registered Paramedics (NRP) are required to renew their certification every two years. The Paramedic NCCP requires a total of 60 hours of continuing education to recertify. The model requires continuing education in three components: (1) a national component: (2) a local/state component, and (3) an individual component.
Nationally Registered Emergency Medical Technicians (NREMT) are required to renew their certification every two years. The EMT (NCCP) requires a total of 40 hours of continuing education to recertify. The contractor shall provide thirty-six (36) hours of scheduled monthly CEU’s (three two-hour sessions per month for twelve months). The contractor shall provide instructive and skills-based learning at each CEU session.
This model allows for the evaluation of competencies.
The contractor shall reference the NREMT, State, and Denver Metro Protocol guidelines under the “scope of practice” for ALS and BLS level providers. The contractor shall test the ALS and BLS provider’s knowledge and skills at each CEU session based on the monthly assigned topics. Monthly feedback shall be provided to the Buckley FES training staff. The training shall include all the educational topics required to meet the NREMT standards to maintain certification and to be eligible for certification renewal every two years. This contract is for a base year plus four option years; the Government is not obligated to exercise additional options.
1.1. BASIC SERVICES.
1.1.1. TRAINING SCHEDULE. Training shall be provided to Buckley SFB Fire Dept. (Bldg. 806) and shall be scheduled through the Assistant Chief (A/C) of Training. The contractor shall provide three (3) two-hour CEU sessions per month to accommodate three (3) firefighting shifts.
1.1.2. SCHEDULING WORK. The contractor shall notify Buckley’s FES A/C of Training (847-9997) at least five (5) workdays prior to the 1st day of every month to ensure all firefighters are available for the trainings. If scheduled training sessions are missed for any reason, the contractor shall notify the A/C of Training to re-schedule the missed training.
1.1.2.1. TRAINING FREQUENCIES AND SCHEDULING. The Contractor shall follow the training frequency schedules established in coordination with the A/C of Training. The Contractor shall provide a minimum of twenty-four (24) hours’ notice of schedule changes. The Contractor shall also provide the A/C of Training a copy of all monthly training schedules via email no later than three (3) days prior to the monthly training occurring.
1.1.3. INTRAVENOUS TRAINING. The contractor shall provide IV Training to Buckley Firefighters who are EMT-certified in the State of Colorado and who are permitted to perform limited IV therapy under medical direction following successful completion of the course. The class includes 32 hours of classroom and lab training followed by in-hospital clinical experience that can be accomplished on base or at a facility. The initial certification course shall be taught current personnel and new hires. No renewal is required.
1.1.4. ADVANCED CARDIOVASCULAR LIFE SUPPORT TRAINING. The contractor shall provide an 8 hour instructor-led, hands-on class format to facilitate ACLS Training for BSFB paramedics who are proficient in performing BLS and ACLS skills, reading and interpreting ECGs, understanding ACLS pharmacology, and who regularly lead or participate in emergency assessment and treatment of pre-arrest, arrest, or post-arrest patients. The certification is valid for two years.
1.1.5 PEDIATRIC ADVANCED LIFE SUPPORT TRAINING. The contractor shall provide an 8-hour instructor led, hands-on class format to facilitate PALS Training for BSFB paramedics. PALS is geared towards healthcare providers who respond to emergencies in infants and children and for personnel in emergency response, emergency medicine, intensive care and critical care units. Upon successful completion of the course, students shall receive a course completion card, valid for two years.
1.1.6 AMERICAN HEART ASSOCIATION (AHA) HEARTSAVEBASIC LIFE SUPPORT (CPR and AED) Training. The contractor shall provide training to enable all Buckley Firefighters and 911 Dispatchers to give CPR, and use an Automated External Defibrillator (AED) in a safe, timely, and effective manner. Upon successful completion of the course, students shall receive a course completion card, valid for two years.
1.1.6. SPECIFIC TASKS. The contractor shall provide thirty-six (36) hours annually of scheduled monthly CEU’s. The contractor shall provide instructive and skills-based learning at each CEU session. This model allows for the evaluation of competencies. The contractor shall reference the NREMT, State, and Denver Metro Protocol guidelines under the “scope of practice” for ALS and BLS level providers.
1.1.7.1. The Government reserves the right to prohibit the use of any materials, supplies, or equipment, and the contractor shall not use any materials, supplies, or equipment without prior Government approval.
The contractor shall submit to the Government a list of all supplies, materials, and equipment for approval on AF-EMIS Form 3000 (for Equipment, Materials, and Supplies), AF-EMIS Form 3952 (for Cleaning Products) and attach the Material Safety Data Sheets (MSDS) for each item.
1.1.8. COMPLIANCE WITH LAWS AND REGULATIONS. The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, and requirements governing the work required under this contract. In the event applicable laws, regulations, or requirements change during the term of this contract, the contractor shall be required to comply with such changes when they come into effect. Upon agreement between the parties, this Performance Work Statement (PWS) will be revised to incorporate changes in laws, regulations.
2. SERVICE SUMMARY
The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of Government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and
Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

2.1. QUALITY CONTROL
The contractor shall develop and maintain a quality program to ensure all training is performed in accordance with commonly accepted teaching practices for the ALS, IV, ACLS and PALS training certification.
2.2 QUALITY ASSURANCE
The Government shall evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this PWS. The contractor shall provide work schedules to the A/C of Training in accordance with paragraph 1.1.2. of this PWS. The A/C may evaluate by validating actual training performance, investigating student complaints, or otherwise evaluating the task or its results to determine whether or not performance meets the standards contained in this PWS. When a performance threshold has not been met or contractor performance has not been accomplished, the A/C will initiate and provide the contracting officer (CO) a Contract Discrepancy Report (CDR) for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the CO within ten (10) calendar days of receipt.
2.3. PERFORMANCE ASSESSMENT
2.3.1. METHOD OF GOVERNMENT SURVEILLANCE. The Government will conduct surveillance of the contractor's performance through 100 percent surveillance. The Government shall be given ample notice and access by the contractor via coordination with the A/C and/or CO during operations associated with the requirements in this contract to satisfy compliance with those requirements.
2.4. PERIODIC PROGRESS MEETINGS
2.4.1. MEETINGS. If necessary, the CO, A/C, other Government personnel as appropriate, and the contractor shall periodically meet to discuss the contractor’s performance. The following issues shall be discussed: opportunities to improve the contract, required contract modification(s), unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the contractor to prevent unsatisfactory occurrences in the future. The contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1. The Government shall provide, without cost:
3.1.1. FACILITIES. Buckley FES shall provide an adequate training room or designated area for the contractor to conduct all hands on emergency medical skills.
3.1.2. UTILITIES. The Government shall furnish electrical power, water, and sewer service from existing sources at no cost to the contractor during performance of this contract. The contractor shall carefully conserve all furnished utilities.
3.1.3. CONTRACTOR FURNISHED ITEMS AND SERVICES. Except for those items or services specifically stated to be Government furnished, the contractor shall furnish everything required to accomplish work in accordance with this PWS.
3.2. EMERGENCY MEDICAL SERVICES. For Emergency services at BSFB, dial 911 from a landline phone.
*NOTE – In case of an emergency on BSFB, DIAL 720-847-9117, if using a cellular phone!
3.3. SECURITY FORCES AND FIRE PROTECTION. The Government will provide security forces and fire protection to the extent necessary to ensure a secure and safe installation. In the case of an emergency, the Security Forces telephone number at BSFB is 720-847-9930 and the Fire Department telephone number is 720-847-9924.

4. GENERAL INFORMATION
4.1. RESERVED
4.2. HOURS OF OPERATION
Perform all training sessions during normal duty hours (7:00 a.m. to 4:00 p.m. Mountain Time, Monday through Friday). This excludes federal holidays, unless otherwise required in the contract or approved by the CO. When the contractor’s work schedule conflicts with an Air Force mission requirement, advise the A/C and reschedule the work to minimize disruption.
4.3. HOLIDAYS & CLOSURES
4.3.1. Recognized Federal Holidays. There may be federal holidays when the contractor is not required to perform service, except in emergencies or to support specific mission needs. The holidays are:

If a holiday falls on a Saturday, the preceding Friday will be observed. If a holiday falls on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day after the holiday observance.
4.3.2. OTHER BASE CLOSURES. Work scheduled but not accomplished because of base closure due to exercises or real-world events will be accomplished as soon as possible after base reopening. Contractor personnel are required to participate in contingency or "real world" exercises (e.g., fire drills, random anti-terrorism measures (RAMs), or active shooter exercises), if they are working in an area where such an exercise is implemented. Contractor personnel shall follow instructions given to them by the A/C of Training or CO pertaining to the exercise. Costs should not be incurred due to delays at entry control points or due to real world or exercise events.
4.4. PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY
The services under this contract are not essential for performance during crisis or FPCON DELTA. The CO will determine circumstances, which constitute a crisis based on direction from Security Forces and base leadership.
4.5. CONTRACTOR WORK SCHEDULE
4.5.1. SCHEDULE SUBMISSION AND APPROVAL. The contractor shall submit a schedule for all services described in this PWS and Appendices to the A/C for approval following award of the subject requirement. The schedule shall include hours of operation, times, and days the training will occur. The contractor shall not deviate from the approved schedule without prior approval from the A/C of Training or CO. The schedule must be submitted electronically using a file format compatible with Government software.
4.5.2. SCHEDULE CHANGES. Occurrence based (non-permanent) schedule changes due to customer requests or base exercises shall be submitted to the A/C and do not require CO approval.
4.6. CONTRACT PERSONNEL
4.6.1. PERSONNEL. Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, hats, or badges that identifies personnel easily and quickly for reasons of safety and personal protection.
4.6.2. EMPLOYEE RESTRICTIONS. The Government is authorized to restrict employment under the contract of any contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. The Government retains the right to request the removal of any employee performing work under this contract. At the request of the CO, the employee shall be removed within 24 hours.
4.7. CONTRACTOR MANPOWER REPORTING
The Contractor shall report all contractor labor hours (including sub-contractor labor hours) required for performance of services provided under this contract for “U.S. Air Force” via a secure data collection site.
The Contractor is required to completely fill in all required data fields using the following web address https://beta.sam.gov. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the beta.SAM.gov help desk.
4.8 OPSEC
The contractor (including subcontractors) executing the ALS Continuing Education Training PWS will not have access to any form of critical information or activities in performance of the contract.
4.9. SECURITY REQUIREMENTS
Contractor employees shall comply with BSFB security requirements imposed by the Space Based Delta 2 Commander at all times while on BSFB premises. The contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at BSFB. The contractor is responsible for accountability of all such media, which shall be surrendered to the Security Forces Squadron Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment for the contractor. The contractor shall comply with all BSFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation for the purpose of work under this contract only, and are not authorized in other facilities or areas without prior Government authorization. Due to safety/security requirements, contractor personnel shall be required to fluently speak, comprehend, read, and write English.
4.9.1. BASE ACCESS. The Contractor must be aware that entry requirements are subject to change due to installation and world situations. All employees may be subject to a background check through the Defense Biometric Identification System (DBIDS) for base access. To gain unescorted access on to BSFB, the contractor will obtain a DBIDS card. The DBIDS paperwork must be submitted to the CO for Security Forces approval before the card can be issued to the contractor. The Government will assist the contractor to coordinate security matters with the 460th Security Forces Squadron (SFS) and other base agencies, as needed.
4.9.2. MAIN BASE ACCESS. Current security access restrictions at Mississippi Gate require all contractor vehicles to enter through the Mississippi Gate only. Contractor vehicles may be subject to search prior to gaining base entry. The contractor should plan and allow for delays as a result of increased and ever- changing security procedures.
4.9.3. SECURITY MANAGER. Upon contract award, the contractor shall designate, in writing to the CO, a Security Manager who shall be the contractor’s point of contact for all security matters. Within five
(5) working days of contract award, the contractor’s Security Manager shall contact the Civil Engineer Squadron (CES) Security Manager for assistance on accomplishing contractor personnel security requirements.
4.9.3.1. RESERVED
4.9.3.2. SECURITY AUTHORITY. The contractor shall brief all employees that they shall immediately leave any area upon notification by the CO, A/C of Training, constituted authority, Security Forces, or when directed as occasional operational requirements, real world activities, or emergencies dictate.
4.9.3.3. CONTRACTOR VEHICLES. Contractor vehicles must be maintained in a safe and operational condition at all times while on BSFB. All contractor trucks will be searched prior to gaining access to BSFB. All contractor vehicles/drivers must process through the Large Vehicle Inspection Point (LVIP) located adjacent to the Mississippi (South) Gate.
4.10. PHYSICAL SECURITY
The contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
4.11. SECURITY REQUIREMENT COSTS
All costs incurred by the contractor associated with security requirements including submission of necessary security investigation paperwork, routine entry/exit delays, and operational delays due to contingencies or exercises, are to be anticipated by the contractor and shall be included in the price of the contract. Exercises are estimated to occur approximately 30 workdays per year.
4.12. SAFETY REQUIREMENTS AND REPORTS
The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five (5) calendar days of each occurrence.
4.13. CONTRACTOR REGISTRATION
Contractor shall be required to invoice through the Wide Area Work Flow (WAWF) System, which may be reached through Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. More information regarding WAWF will be provided upon contract award. The contractor must have current registration though System for Award Management at https://beta.sam.gov.
