About this file
This is a Request for Quotation (RFQ) for commercial consulting services related to biological safety cabinet certifications and inspections. The Indian Health Service (IHS) Northern Navajo Medical Center in Shiprock, New Mexico is requesting four bio hood recertifications and inspections—three units at the main facility and one at the Dzilth-Na-O-Dith-Hle Health Center. The work must be performed entirely off-site at the contractor's facility or designated workspace within the United States. The Government intends to award a single firm-fixed-price contract with a base period of one year and four option years. This is a total small business set-aside procurement issued under FAR Part 12 simplified acquisition procedures.
Quotations must be submitted in two separate volumes by 2:00 p.m. Eastern Time on September 7, 2026, to Daniel Weingarten and Andrei Howze at the IHS contracting office. Volume I (Technical Quote) shall not exceed 15 pages and must address technical approach, staffing and management, and relevant experience or past performance. Volume II must include a cover letter, FAR 52.212-3 representations and certifications (or active SAM.gov status verification), and the total firm-fixed-price for the full period of performance using the provided pricing table. Evaluation will employ a tradeoff analysis where non-price factors combined are significantly more important than price, with award made without discussions to the responsible vendor offering best value. Questions regarding the solicitation must be submitted by August 28, 2026. The contract incorporates HHSAR deviations and requires electronic payment submission through the Department of Treasury Invoice Processing Platform.
