Description
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04.
The associated North American Industrial Classification System (NAICS) code for this procurement is 488490, with a small business size standard of $18 million. The product or service code is 5825. The Government will award a firm-fixed price (FFP) contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the Government (as determined by the solicitation evaluation criteria).
The Defense Counterintelligence and Security Agency (DCSA) Logistics Management Office (LMO) seeks to procure toll aggregation management via transponder equipment and customer support. For a full description of the requirement please see the attached Statement of Work
(SOW).

Delivery shall be provided within 10 days after receipt of order - FOB destination.
Place of Performance
Requested service area is the United States (all 50 states), plus Puerto Rico. Please include details of the provided service area in your quote.
Evaluation Criteria
Award will be made to the quoter whose quotation is the lowest price and technically acceptable.
Technical acceptability is determined by whether a quote meets the minimum requirements defined in this combined synopsis/solicitation. The requirements are outlined in this RFQ and the attached SOW. Quotations will be assessed on an acceptable/unacceptable basis.
Quotations that meet the minimum standards are deemed technically acceptable, and the contract is then awarded to the quoter with the lowest price.
Instructions to Quoters
The full text of FAR provisions or clauses may be accessed electronically at acquisition.gov.
All applicable solicitation provisions and clauses are included in Attachment 2.
All quoters must submit the following:
1. To aid in evaluation, all quotations shall contain:
• An administrative cover page;
• A technical narrative; and
• The completed attached pricing worksheet (NOT LOCKED/PROTECTED).
2. Quotations shall be no longer than ten (10) pages (excluding the cover page, table of contents, and pricing worksheet).
3. Quotations shall use Times New Roman or Calibri 11-point (or higher) font. All margins shall be set to 1”. All submitted documents shall be PDF format, except the pricing worksheet which shall be in Microsoft Excel.
4. Quotations shall include the quoter’s company name and address, point of contact, telephone number, email address, and System for Award Management (SAM) information (CAGE Code, Unique Entity ID number).

5. Technical narratives shall illustrate the Quoter’s understanding of the requirement and its ability to satisfy all aspects of the requirement. Quoters may include appropriate professional documentation and artifacts, such as screen captures or samples, which demonstrate the capabilities being described.
6. Quoters shall complete the attached pricing worksheet and submit it as part of their quotation.
7. Quoters shall review all attachments and incorporate information as necessary to respond to this RFQ in full. Contract Data Requirement Lists (CDRLs) are in draft form and provided for informational purposes. Finalized CDRLs will be executed upon award of the purchase order.
8. All submissions shall be unclassified and reference “HS002125QE039 – Toll Aggregation” in the subject line.
9. Quoters must be registered in SAM at https://sam.gov prior to the RFQ closing date.
Failure to maintain a current/active account may render your quotation non-responsive.
10. Quoters must complete annual representations and certifications online in the System for Award Management (SAM) in accordance with FAR 52.212-3. If paragraph (b)(2) of the provision is applicable, a written submission is required..
11. Any questions or concerns regarding this RFQ may be submitted in writing via e-mail to

5:00 PM EDT.
12. All questions and answers and any subsequent resultant amendments will be posted at
SAM.gov to allow equal access to all potential quoters. Inquiries will not be attributable to the quoter that submits the question(s).
13. Quotations shall be submitted via e-mail to Nathan Shore at nathan.g.shore.civ@mail.mil and Michael Awadallah at michael.s.awadallah.civ@mail.mil and received no later than August 15, 2025 at 10:00 AM EST. Quoters are encouraged to submit their quotations earlier than the aforementioned time, if possible, to avoid any potential IT problems that could render their submission late.
14. Any questions or quotations not received by the dates and times specified in this combined synopsis/solicitation may be rejected. Additionally, incomplete quotations that do not contain the required information as stated in this RFQ may also be rejected.
15. The Government is not liable for any costs incurred by the vendor in submitting a quote in response to the RFQ.
This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:”
Quoter must list exception(s) and rationale for the exception(s). Quotations that reject the terms and conditions of the solicitation may be excluded from consideration.
Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).
Only e-mailed quotations will be accepted.
