About this file
This is a Request for Quote (RFQ B-53809) issued by the Federal Motor Carrier Safety Administration (FMCSA) for qualified Medical Review Officer (MRO) services. The selected MRO must be a licensed physician with a Doctor of Medicine or Doctor of Osteopathy degree and must hold current certification from a nationally recognized MRO certification board such as the Medical Review Officer Certification Council or the American Association of Medical Review Officers. The MRO will be responsible for reviewing and verifying laboratory-confirmed nonnegative drug test results, adulterated/substituted results, and invalid results in accordance with DOT regulations (49 CFR Part 40, Subpart G). Key service responsibilities include conducting initial reviews promptly upon receipt from the laboratory, completing interviews and issuing determinations within DOT-mandated timeframes for various result types, reporting verified results to the Designated Employer Representative (DER) without unnecessary delays, and reviewing at least 5% of negative results to ensure proper staff performance. The MRO must maintain current knowledge of DOT drug testing program procedures, collection protocols, chain of custody requirements, and recordkeeping standards, and must complete requalification training every five years to remain current with regulatory changes and testing protocols.
The file emphasizes strict compliance with regulatory timeframes, as failure to meet deadlines for verification and reporting can result in administrative actions or loss of certification. The MRO must maintain internal tracking systems documenting when results are received, when interviews occur, and when reports are transmitted to ensure all steps are completed within the required regulatory window. The contract requires the MRO to balance prompt action with thorough review, particularly in cases requiring interviews or additional laboratory testing. No specific pricing information, contract term, renewal options, set-asides, incumbents, response dates, or award dates are provided in this RFQ document.
