About this file
This is Addendum #1 to an RFQ issued by the City of Ocala, Florida, dated January 20, 2026, for the removal of underground storage tanks (USTs) located at 1317 North Magnolia Avenue. The addendum provides clarifications to bidders regarding the exact number of USTs to be removed and the presence of septic tanks on the property. The solicitation seeks the excavation and removal of up to four USTs, backfilling with suitable material, proper disposal of removed tanks, completion of a formal UST closure assessment, and updating of Storage Tank Facility Registration Forms (DEP Form 62-761.901(2)) for submission to the Florida Department of Environmental Protection and City of Ocala Public Works. Work must be completed within 60 calendar days of the City-issued Notice to Proceed during standard business hours (8:00 AM to 5:00 PM, Monday through Friday), with contractors required to wait 10 business days after confirmed delivery of the FDEP Notice of Demolition before commencing work. The project deadline is February 16, 2026. Qualified bidders must hold a current, active Florida Pollutant Storage Systems/Underground Storage Tank Contractor license and a current Asbestos Supervisor license, with at least one asbestos-trained on-site representative required to comply with Federal 40 CFR 61.145(c)(8) and DEP requirements. Bidders must demonstrate a minimum of three years' experience in demolition and tank removal rehabilitation services.
The addendum clarifies that the exact number of USTs remains uncertain until excavation begins or the contractor conducts independent testing, as ground-penetrating radar (GPR) conducted in 2023 (documented in the Phase II Environmental Site Assessment, pages 17-18) detected objects that could represent one large UST or two side-by-side tanks. The addendum confirms that no known septic tanks currently exist on the property, as these were replaced with underground storage tanks. Bids will be received on a lump sum basis including all costs for travel, permitting fees, disposal, and equipment rental, with liquidated damages of $100 per calendar day assessed for work not completed by the specified deadline. Required insurance includes Commercial General Liability coverage of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Automotive Liability of $1,000,000 combined limit, Workers' Compensation per Florida statutory requirements, and Pollution Liability Insurance of $1,000,000 per claim/$2,000,000 aggregate for three years post-completion. The contractor must perform a minimum of 30 percent of the work with their own forces and is responsible for obtaining all necessary City of Ocala demolition permits and Marion County permits. Payment will be issued within 30 days following final inspection approval from the Building Department and Code Enforcement, with monthly invoicing required and weight tickets from a certified landfill mandatory for disposal documentation.

Addendum # 1
Date: January 20, 2026
To: All bidders
From: David Williams, Buyer
Solicitation Number: TRFQ# GRM/260346
Solicitation Title: Removal of Underground Storage Tanks
SECTION 1. SOLICITATION - CLARIFICATION
1. SECTION: BACKGROUND
1. Question - Up to 4 USTs. Do we not have an exact no.?? Also, the information I have reviewed indicates that 3 USTs were removed form this property in 1988. There is no indication that other USTs exist on this property (1317 North Magnolia Avenue).
ANSWER: We do not have the exact number as one of the detected objects could be one large one UST or two side by side. If you look at the Phase II Environmental Site Assessment Document, pages 17 and 18 indicate were the objects were located with GPR. The study was done in 2023, so some are still there, however, the number is in question until excavation starts or the contractor does their own independent testing.
2. Question - can you confirm there are septic tanks located on this property??
ANSWER: No known septic tanks
2. SECTION: PERMIT REQUIREMENTS – septic tank have been replaced with underground storage tank (UST).
