The RFQ invites qualified consulting firms licensed in Tennessee to submit proposals for planning and design services, with responses due by September 28, 2022 at 2:00 P.M. Central Standard Time. The project is estimated to run from November 1, 2022 to May 31, 2023, and will involve identifying strategies and performance measures to guide future planning, funding, and implementation of projects. The city will use a five-person committee to evaluate proposals based on past experience, staff qualifications, project approach, current municipal work, and proposed project schedule.
The evaluation will be conducted using a weighted scoring system, with 25% allocated to past experience, 25% to credentials and staff qualifications, 25% to project approach and reporting, 15% to current municipal work, and 10% to project scheduling. The city desires a professional services contract with a not-to-exceed fee and may invite the top three firms for oral presentations or interviews. Proposals must be electronically submitted through the OpenGov procurement portal, limited to 15 pages, and will become public record after the selection process. The consultant will be expected to provide preliminary cost estimates for future engineering, project administration, and construction, and should familiarize themselves with the current master plan and the city's 2040 Transportation Plan.
