About this file

This document is a Request for Quote (RFQ) issued by the Illinois Department of Veterans Affairs (IDVA) for an asphalt surfacing project at their LaSalle location. The project requires labor and materials to asphalt a gravel parking lot approximately 56' x 148' in size, to be completed by October 15, 2023. The RFQ specifies the technical requirements for the asphalt binder and surface courses, including the grade, thickness, and air voids. A mandatory site walkthrough is scheduled for September 5, 2023. Vendors must submit their quotes electronically via email or the BidBuy procurement system by the due date listed in BidBuy. The selected vendor must be able to provide all required supplies and services and offer the lowest price.

The RFQ outlines the pricing terms, including a requirement for new products with a minimum 1-year warranty and no price increases. Vendors must submit pricing for labor by the hour and materials by the ton. The agency reserves the right to reject all offers and cancel the RFQ up to 72 hours in advance. Electronic submissions are required, and manual paper submissions will not be accepted.
