About this file

This document is a Questions and Answers (Q&A) set for Request for Quotation (RFQ) FTB-2425-0323-003 issued by the California Franchise Tax Board (FTB) for "Peace Officer Uniforms and Equipment". The RFQ seeks procurement of specific uniforms and equipment, with flexibility for vendors to propose comparable items. The procurement process allows for substitutions of referenced brands like Hoka shoes and EvoShield shorts, provided alternative items are clearly listed and documented on the Cost Worksheet.

The RFQ requires complete bid submissions with pricing for all line items, with zero-dollar entries interpreted as the vendor agreeing to provide those items at no cost to the state. Bidders must complete an embedded Excel Cost Worksheet, and failure to indicate pricing for any item may result in bid rejection. The procurement is being managed by Andre Larry from the Procurement Bureau, located in Rancho Cordova, California, with contact information provided for potential follow-up questions or clarifications about the solicitation.

Subject: Questions and Answers Set 1 to Request for Quotation (RFQ) FTB-2425-0323-003

The following questions were submitted by interested parties of the Franchise Tax Board’s (FTB) Request for Quotation (RFQ), entitled “Peace Officer Uniforms and Equipment,” Bid Log Number # RFQ FTB-2425-00323-003.

QUESTIONS AND ANSWERS

1.
Question Received: When you are asking for brands such as Hoka, Adidas and specific models within that brand, is that mandatory or do you guys accept something similar?
2.
FTB’s Response: The referenced models and products are intended to be descriptive, but not restrictive, and are used for evaluation purposes only. Comparable items can be submitted as substitutions. If substitutions are being offered, list the updated Model/Part number(s) and Product Description(s) for each respective line item of the Cost Worksheet.
3.
Question Received: Thing is our company has wholesale access to about 80% of everything listed, but we cannot get Hoka shoes and EvoShield shorts. I wanted to know if it’s all-or-nothing.
4.
FTB’s Response: The awarded Contractor hereby agrees to provide all labor, equipment, tools, materials, travel expenses, and any other items and services necessary to furnish the goods and perform services described in Attachment 2 - Scope of Work (SOW).

Bidders must complete the embedded Excel Cost Worksheet to indicate pricing.

Failure to indicate a dollar amount for any item may be grounds to reject the entire bid. A zero-dollar ($0.00) amount listed for any and all items will be interpreted and understood by the State to mean that the proposer indicating a zero-dollar amount shall perform any such services (and furnish any such goods), up to and including the quantity indicated, at no cost to the State.

For concerns with sourcing referenced models and products, please refer to Answer #1.
