About this file
This document is a Request for Quotation (RFQ) issued by the Oregon Department of Education (Agency) seeking contractors to provide court reporter services and transcripts for the Fair Dismissal Appeals Board (FDAB) hearings. The FDAB hears an average of 3 appeals per year from teachers or administrators who have been recommended for dismissal by their respective Oregon school districts. The Agency anticipates awarding multiple contracts from this RFQ to support statewide coverage for a term of 5 years, with an initial contract term expected through May 30, 2029. Contractors must be State of Oregon Judicial Department Certified Shorthand Reporters or have completed the NCRA or NVRA certification examinations, and must be duly authorized to transact business in the State of Oregon.
The RFQ provides detailed requirements for the court reporting services, including making verbatim written records, preparing and delivering transcripts within 20 calendar days, ensuring transcripts meet court of appeals formatting requirements, and setting up virtual hearing platforms as needed. The RFQ also outlines the pricing structure, which includes fixed rates for court reporter appearance, transcript originals/copies, electronic transcription, and shipping, with the possibility of annual CPI increases starting in 2025. Contractors must specify their proposed service delivery area, which can be remote/virtual, statewide, or across various geographic regions of the state.
