About this file
This document contains exhibits supporting a Request for Quotation (RFQ) issued by the Eugene Water & Electric Board (EWEB), a municipal utility serving the Eugene, Oregon area. The exhibits provide comprehensive information about EWEB's construction project portfolio, categorized by department and work type, spanning electric generation, water operations, substations, water treatment facilities, and recreational improvements. The document outlines representative projects completed since 2022, including major undertakings such as the E. 40th Avenue Storage Tanks ($19.2 million), Hillyard Transmission Main Replacement ($9.37 million), Carmen-Smith Turbine Generator Rehabilitation ($24.6 million), and Currin Substation Rebuild ($7 million). EWEB's construction work encompasses water storage tank installation, transmission line work, hydroelectric equipment refurbishment, substations rebuilds, civil earthwork, site improvements, building construction and repair, concrete work, and specialty equipment operations. The exhibits detail specific technical requirements and capabilities needed across multiple project categories, including underwater welding and diving services, electrical transmission work, water treatment plant construction, and environmental improvements related to fish passage and habitat restoration.
The document serves as a reference guide for contractors interested in bidding on EWEB projects and demonstrates the breadth of construction services required across the utility's operations. Pricing for individual projects ranges from $33,500 to $24.6 million, with anticipated future projects including the Willamette Water Treatment Plant (estimated 2027–2028) and continued substation rebuilds as part of a ten-year reliability program. EWEB indicates it performs some construction work in-house, particularly within the electrical distribution department, but contracts specialized services as needed. The exhibits emphasize the geographic scope of projects, with water department work concentrated within Eugene and Springfield, while generation department projects occur at Carmen-Smith and Leaburg/Walterville dam facilities located 1.5 to 2 hours from Eugene. No specific contract award dates, bid due dates, or renewal terms are provided in these exhibits, which function primarily as project examples and capability descriptions for prospective contractors.

ELECTRIC GENERATION - DAMS
CARMEN-SMITH RELICENSING PROJECT
BACKGROUND
The Carmen-Smith Hydropower Project is a network of three dams, three reservoirs, and two power-generang plants, located just a few miles downstream from the headwaters of the McKenzie River. For more than 50 years, Carmen-Smith has reliably served our customers with low-cost hydropower. The plant remains valuable as a carbon-free generaon resource that can ramp up and down to meet customers' peak energy needs. In other words, Carmen-Smith operates as a system to store water overnight and produces power during high usage mes when we would otherwise be buying power on the wholesale market during those more expensive hours.

Replacement of turbine shut-off valves at main powerhouse
NATURAL RESOURCE PROJECTS
• Creang fish passage past Trail Bridge dam, which will give federally threatened salmon and trout access to historic spawning areas upstream of the dam.
• Enhancing biodiversity across more than 300 acres of terrestrial wildlife habitat by encouraging nave plant species, preserving mature trees and enhancing understory development, and providing dead wood habitat.
• Monitoring and respecng sites around the project that are culturally significant to the Confederated Tribes of
Grand Ronde, Confederated Tribes of Siletz, and Confederated Tribes of Warm Springs (and other indigenous tribes and bands).
• Rebuilding Trail Bridge Campground and shoreline trail, including universally accessible opportunies and signs about the history and ecology of the area.
• Monitoring rare, nave plants and removing invasive species.

DECOMMISSIONING OF LEABURG DAM
Decommissioning the Leaburg Hydroelectric Project | EWEB
To decommission the Leaburg Hydroelectric Project, EWEB will:
• Remove Leaburg Dam and restore Leaburg Lake to river form.
• Cooperate with transportaon authories to develop access to Leaburg Dam Road on the south side of the river.
• Repair the Leaburg Canal so it can convey tributary flows to the river.
• Work with neighbors who get water from the Leaburg Canal to find alternate soluons, with parcular focus on the Leaburg and McKenzie fish hatcheries.
• Perform a similar assessment of the Walterville Power Plant by 2030.

WATER TREATMENT
HAYDEN BRIDGE WATER TREATMENT PLANT (SOURCE: MCKENZIE RIVER)
FUTURE SECOND SOURCE WATER TREATMENT FACILITY (SOURCE: WILLAMETTE RIVER)
Willamete Water Treatment Plant | EWEB
For nearly 90 years, the community of Eugene has relied on the McKenzie River as our only source of drinking water. Some other cies in the valley get their drinking water from the Willamete River. Aer years of careful planning for the future, EWEB will join Corvallis, Wilsonville, Hillsboro, Beaverton and other communies by tapping into this high-quality water source.
Of the 20 largest cies in the Northwest, Eugene is the only one with a single source of drinking water. While the McKenzie River will connue to be Eugene's primary water source, EWEB is in the early stages of developing an addional water supply on the Willamete River.
EWEB has made numerous atempts to build a second water treatment plant over the last several decades. In 2017, Commissioners directed staff to postpone planning and funding for the project, and instead focus short-term efforts on developing Emergency Water Staons. Since then, EWEB has worked with community partners to construct five emergency water distribution sites throughout the community.
Accessing the Willamete River as a redundant source is an important next step to ensure we can provide drinking water to our customers in case an emergency impacts the Hayden Bridge Filtraon Plant or McKenzie River supply.
