IV EVALUATION INFORMATION
1. Basis for Award. The Government will award a purchase order resulting from this RFQ to the responsible offeror IAW FAR 9.1, as supplemented, whose quote conforming to the RFQ deemed most advantageous to the Government. Award will be made according to Best Value Determination made based on Lowest Priced, Technically Acceptable (LPTA) quote conforming to the RFQ requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the RFQ instructions).
Only technically acceptable quotes are eligible for award.
2. Evaluation. All offers received timely in accordance with the RFQ instructions will be evaluated in accordance with the following process.
(a) Total Evaluated Price (TEP). The Government will rank all quotes received timely from least to greatest price, in order to establish a Total Evaluated Price (TEP). Prices will be calculated by multiplying the quantities for CLIN 0001 by the CLIN's unit price to determine the extended amount for CLIN0001. The same calculation process will be used for any subsequent CLINs. The total amount for each CLIN will then be summed to equal the offeror’s TEP.
(b) Technical Acceptability. If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest priced quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of subsequent lowest TEP.
The Government will evaluate the quotes for technical acceptability, and assign ratings as described below. For the quote to be technically acceptable, all the technical sub-factors must be rated as acceptable. The failure of an Offeror to meet any or all of the technical criteria will result in a technically unacceptable rating and be ineligible for award.
Technical Factor. The technical narrative should be specific and complete. Legibility, clarity, and coherence are very important. Provide, as specifically as possible, the actual methodology you would use for accomplishing/satisfying the subfactor, in accordance with the drawing (MAT-A-1169-O), and address your technical solution for meeting or exceeding the Government’s minimum performance or capability requirements. All the requirements specified in MAT-A-1169-O are mandatory. Throughout your narrative, FA830725QB064 Page 4 of 5 where applicable, describe the tools and processes used to produce the Filter Insertion System (FIS) Screen. Do not merely reiterate the objectives or reformulate the requirements specified in the RFQ; evidence of capabilities is required to properly evaluate the narrative for technical acceptability for the following sub-factors.
(i) Sub-Factor 1. The offeror shall be ISO 9001 certified.
The Standard has been met when -- The offeror provides a certificate to validate ISO 9001 Certification.
(ii) Sub-Factor 2. Offerors shall submit a technical approach to describe how it will produce the FIS screens based on drawing (MAT-A-1169). In addition, the offeror shall provide specific information on how they plan to:
1) Manufacture the FIS screen and address the following technical aspects:
• Weld and weld quality (SAE) AMS-W-6858A (including equipment and certifications
• Surface Finishes
• Flatness
• Concentricity
• Circularity
• Parallel
• Dimensions and tolerances
2) Integrate individual components into a top-level assembly IAW AS9100, Rev D standards.
The standard has been met when – The Offeror provides a narrative with a plan that at minimum summarizes the technical approach for manufacturing the Filter Insertion System (FIS) screen in accordance with drawing MAT-A-1169. In addition, the offeror shall provide specific information on how the plan to manufacture the FIS screens according to the required technical aspects. Last, the plan shall address a production plan to ensure delivery schedule compliance, and ensure compliance and implementation of AS9100 (Rev D) standards.
(iii) Sub-Factor 3. The offeror shall provide a First Article Production plan to demonstrate the technical approach to develop a compliant first article and First Article Inspection plan.
The standard has been met when – The offeror provides a plan that demonstrates evidence of a compliant first article production and acceptable and reasonable inspection plan.
The Government intends to make award based on the initial proposal submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.

3. Adequate price competition for this acquisition per FAR 15.403-1(c)(1) is anticipated;
therefore, certified cost or pricing data are not required per FAR 15.403-1(b)(1). If at any time, however, during this competition the CO determines that adequate price competition no longer exists, or if price reasonableness cannot be determined, offerors may be required to submit additional data other than certified cost or pricing data (as appropriate) for the CO to determine price reasonableness.
