The contract is a non-personal service requirement with a base year from 1 May 2025 to 30 April 2026 and two potential option years extending through 30 April 2028. Offerors must be registered in the System for Award Management (SAM) and Wide Area Work Flow (WAWF), and will be evaluated on two technical subfactors: 1) Experience/Education (requiring an associate's degree in childhood education or one year of teaching experience), and 2) A verbal interview involving ten doctrinal and theological questions.

Quotes must be submitted via email by 28 April 2025 at 11:00 AM Japan Standard Time, with quotes remaining valid through 31 May 2025. Questions about the solicitation must be submitted by 24 April 2025. The contract award is contingent on fund availability, and contractors should only provide pricing for the period they can actually provide service. The total evaluated price will include the base year pricing plus potential six-month extension options, with the government reserving the right to award a contract for less than the full three-year period.

(2) The offeror has completed the annual representations and certifications electronically in SAM accessed through http://www.sam.gov. After reviewing SAM information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this offer is submitted and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ______________.

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

If a contract is awarded resulting from this solicitation to a responsible offeror, the offer shall conform to all the solicitation requirements and the offer shall represent the best value to the Government. NOTE: FAR Part 2.101 defines Best Value as "the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement." The government best value determination may use all two of the following factors to evaluate offers, in no particular order of importance:

(1) Technical, and

(2) Price

Evaluation Criteria http://www.acquisition.gov/

The following is inserted as new paragraph (d) of the provision:

“(d) BASIS FOR CONTRACT AWARD: The Government will utilize the best value method per FAR 13.106-

1. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the solicitation; (2) that receives a rating of “Acceptable” on the Technical Acceptability Factor;

and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, the offeror accedes to the terms of this model contract. Failure to meet a requirement may result in an offer being determined unacceptable. The evaluation process will include the following:

(1). Technical Acceptability Factor. The government will evaluate technical acceptability of each offer based on a pass/fail basis and assign an Acceptable or Unacceptable rating as described in Table 1 below. Technical Acceptability Factor is broken down into two (2) subfactors.

Table 1. Technical Ratings Rating Description

Acceptable Offeror’s qualifications meet the requirements of the solicitation.

Unacceptable Offeror’s qualifications do not meet the requirements of the solicitation.

SUBFACTOR 1 – Experience/Education: This subfactor is met when an offeror submits one of the following criteria in this subfactor. Submit 1) a copy of an Associates of degree in childhood education or related field of study, or 2) past/present experience information which shows offeror’s teaching experience at least one (1) year with the attachment 2, Past/Present Experience Information. The past/present experience information provided by the offeror will be verified and evaluated based on the information received and information independently obtained by the Government.

SUBFACTOR 2 – Verbal Interview: This subfactor is met when an offeror answers ten (10) doctrinal and theological questions related to catechesis without any mistakes. The Government will arrange the interview schedule after the solicitation closing date.

(2). Price Evaluation Factor. The government will rank all offers by TEP. The price evaluation will document the fairness and reasonableness of the TEP. The Government reserves the right to perform various price analysis techniques to ensure pricing is fair and reasonable, and realistic.

Total Evaluated Price: A TEP will be computed for each offer in order to meet the requirements of FAR Parts 6 and 17. The price of a six-month extension authorized by 52.217-8, Option to Extend Services, will be added to the proposed price for each potential contract performance period.

The TEP is a two-part computation. First, the offeror’s total proposed price will be determined by multiplying the quantities identified in the requested services list by the amount, limited to two decimal places, for each Contract Line Item Number (CLIN) to confirm the extended total amount for each CLIN; the sum of all extended amounts will be the offeror’s total proposed price. Second, the total proposed price (total amount for CLINs 0001 – 2001) plus the sum of Option to Extend Services clause 52.217-8 formula (shown below) will constitute the TEP.

The formula for the Option to Extend Services amount is as follows:

Base Year = CLIN Amount x 0.5*

Option 1 = CLIN Amount x 0.5* Option 2 = CLIN Amount x 0.5*

(4) Offerors are cautioned to submit sufficient information and in the format of this solicitation. Offerors may be asked to clarify certain aspects of their quotations. Exchanges conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for quotation revision. The government intends to award a contract without discussions with respective offerors.

The government, however, reserves the right to conduct discussions if deemed in its best interest.

(5) The Government reserves the right to award a contract for less than the quantity indicated in the solicitation.

Contractors should only provide pricing for the amount of time they can actually provide the service.”
