RFO 52.212-2— Evaluation—Commercial Products and Commercial Services Addendum
Award Basis: The Government intends to award up to three (3) Blanket Purchase Agreements (BPAs) to the responsible offerors whose quotes represent the best value. A Lowest-Priced, Technically Acceptable (LPTA) process will be used. Quotes will be ranked from lowest price to highest and evaluated for technical acceptability.
Evaluation Factors: In accordance with RFO 12.203(a), quotes will be evaluated based on two separate factors: Factor 1: Technical Acceptability and Factor 2: Price. Award will be made to the lowest-priced, technically acceptable responsible quoter(s).
Technical Evaluation:
Rating Method: The technical proposal will be evaluated on an Acceptable/Unacceptable basis. To be deemed "Acceptable" overall, the proposal must meet the minimum requirements for all technical factors.
• Acceptable: Quote clearly meets the minimum requirements of the solicitation.
• Unacceptable: Quote does not meet the minimum requirements of the solicitation.
Factor 1 – Technical Acceptability.
MWD Kennel Screen Repair Plan. The contractor must provide a detailed plan outlining their comprehension of the specific requirements for repairing MWD kennel screens, including potential challenges and their proposed solutions.
The standard has been met when: The plan will be deemed acceptable when it clearly describes a detailed repair process (including assessment, removal, repair, and reinstallation) and outlines the quality control measures that will be implemented.
Factor 2 – Price Evaluation. Price will be evaluated separately from technical capability. Price will be evaluated to determine if the proposed pricing is fair and reasonable in accordance with RFO 12.204(a).
The standard has been met when:
1. Completeness: The quoter has provided firm-fixed unit and total pricing for ALL line items listed within the attached Schedule B to allow for a complete price evaluation.
2. Data Other Than Certified Cost or Pricing Data: If price reasonableness cannot be established through competition alone, or if pricing appears unbalanced or unreasonable, the Contracting Officer reserves the right to require data other than certified cost or pricing data to support the price analysis.
