(a) Submission of offers: The paragraph is tailored as follows: (6) By responding to this RFQ, the offeror accepts all terms and conditions contained herein.

(b) Period for Acceptance of Offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation

(c) Late submissions, modifications, revisions, and withdrawals of offers. The paragraph is tailored as follows: (1) Late Quotes/Responses: In accordance with RFO 52.212-1(c).

(d) Contract award. The paragraph is tailored as follows: The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

B. RFO 52.212-2— Evaluation—Commercial Products and Commercial Services Addendum

1. 502 CONS/PKAB will issue a purchase order to the responsible contractor whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: the technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in this RFQ.

2. The following process will be followed: The Government will rank all quotes based on an initial assessment of the contractor’s Total Evaluated Price (TEP). If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest ranked quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in terms of price. The award will be given to the vendor responsible whose quote is the lowest evaluated price among technically acceptable quotes.

The technical evaluation team will evaluate the factors identified below. For the quote to be technically acceptable, the technical factor must be rated as acceptable. The failure of an Offeror to meet any or all technical criteria will result in a technically unacceptable rating and be ineligible for an award. The technical factors will receive one of the ratings listed below:

Acceptable: Quote clearly meets the minimum requirements of the solicitation.

Unacceptable: Quote does not meet the minimum requirements of solicitation.

a) Technical. The Government will evaluate the quotes for technical acceptability, assigning ratings as described above. The failure of a quote to provide and meet the technical criteria below will result in a technically unacceptable rating and be precluded for the award.

Technical Factor 1 – Conformance with Salient Characteristics. The contractor shall propose items that meet or exceed all requirements listed in SOW Appendix - A.5 Salient Characteristics. To be considered technically acceptable, the offeror must submit sufficient documentation to allow the Government to validate compliance with all stated salient characteristics.

For the proposed items, the contractor must include the following for evaluation:

i. Manufacturer (MFG) name

ii. Product/Part Number

iii. Detailed manufacturer's technical specifications, illustrations, and descriptive literature demonstrating point-by-point compliance with each required salient characteristic.

The standard has been met when: The offeror provides all required documentation (Manufacturer name, part number, and descriptive literature) which independently verifies that the proposed items meet or exceed the salient characteristics specified in SOW Appendix - A.5 Salient Characteristics.

Technical Factor 2 – Project Schedule. The offeror shall provide a milestone schedule from contract award to final room completion. This must include lead times for procurement, a phased installation plan, and specific delivery timelines to ensure mission continuity.

The standard has been met when: The schedule is realistic and accounts for current supply chain lead times for dormitory furnishing. It must map all key milestones from award to final completion. Furthermore, the phased installation plan must comply with the SOW and confirm that scheduling will be pre-coordinated with the GPOC.

b) Price Evaluation. The Government will then conduct a price evaluation of the lowest-priced technically acceptable quote to determine that the quoted price is fair and reasonable.

c) Basis for Award. 502CONS/PKAB will award a purchase order resulting from this RFQ to the responsible contractor whose quote is compliant with all RFQ requirements and determined to be most advantageous to the Government.

d) Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM and provide mandatory information.
