About this file

This file is a Questions and Answers document for RFQ FA301626Q0088, addressing contractor inquiries regarding dormitory renovation work at a three-floor facility.

The first Q&A addresses phasing and occupancy coordination for room-for-one swap work. Standard operating hours are 0745–1500, Monday through Friday, excluding federal holidays, during which students are in training and floors are accessible. Student occupancy typically peaks at 500–600 personnel in August through September, though the dormitory complex has a total capacity of 792 beds. The Government will not disclose specific training schedules for security purposes but commits to supporting a coordinated, logical phased approach with one floor completed at a time. Effective communication between the Government and selected contractor will be the primary mechanism for ensuring smooth phase completion within operational constraints. The second Q&A provides detailed facility access information, specifying that three exterior stairwells serve as primary vertical transport routes. Side stairwells measure 3'6" (42 inches) width and 7'7" (91 inches) height, while middle stairwells are 3'6" (42 inches) width and 7'3" (87 inches) height. Each floor contains 18 steps, with a total of 54 steps in the three-floor building. Exterior photographs are provided to assist offerors in evaluating access, clearances, and material movement pathways during proposal preparation.

Questions and Answers

1. Question - SOW Section 2.4 “PHASING AND OCCUPANCY COORDINATION” second bullet refers to work being performed one (1) floor at a time, and each room shall be completed as a one-for-one swap while students are away attending training. In order for contractors to submit a detailed phasing schedule (SOW

2.4), can the government provide the estimated student training schedule per floor to offerors?

Answer - In accordance with (IAW) Statement of Work (SOW) Section 7, standard operating hours are 0745–

1500, Monday through Friday, excluding federal holidays and unforeseen requirements. Students are in training during this period (approximately 0700–1500hrs) which provides the contractor full access to each floor during the stated operating hours.

Student occupancy typically surges in August thru September to 500–600 personnel, though the dormitory complex has a total capacity of 792 beds. For security purposes, the Government will not release or disclose a student training schedule; however, the Government will fully support a coordinated and logical phased approach and will work closely with the selected contractor to sequence work on one floor at a time.

Room‑for‑room swaps will be executed while students are away in training, ensuring minimal disruption to dorm operations.

Effective communication between the Government and contractor will be the primary mechanism to ensure each phase is completed smoothly within these operational constraints.

2. Question - Section 4 “SITE CONDITIONS” details vertical transport via the three (3) exterior stairwells. Can the Government please provide the stairwell dimensions and the number of stairs per floor?

Answer - The facility includes three exterior stairwells that serve as the primary vertical transport routes identified in Section

4, Site Conditions. Each stairwell provides access between all three floors, with a landing at each level to support safe movement and staging of materials. Offerors should plan for these stairwells as the primary means of transporting tools, equipment, and furnishings during performance of work. Exterior photos are provided below to assist in evaluating access, clearances, and movement pathways.

Stairwell Dimensions (Approximate)

1. Side stairwells 3’6” (42 inches) Width, 7’7” (91 inches) Height

2. Middle stair wells 3’6” (42 inches) Width, 7’3” (87 inches) Height

Steps per Floor (3-floor Bldg)

1. Steps 18 per floor

2. Total of steps 54
