Heleyna Capdesuner at heleyna.capdesuner.1@us.af.mil and Contracting Officer Katherine Zabawa at katherine.zabawa@us.af.mil no later than 10:00 am CST, Wednesday, 1 December 2021 (or sooner if possible) in order to be considered timely. Offerors response to this RFQ shall include both a Price Quote and a Technical

Quote. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is finalized, the Contracting

Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received.

4. Basis for Award. 502d CONS/JBKAB will issue a firm fixed price purchase order to the contractor who is found to be responsive, responsible, and who provides the best value to the Government. The Government intends to make one (1) single award from the solicitation based on available funds.

5. Best Value, using a Price-Performance Tradeoff. The tradeoff process permits tradeoffs among cost or price and non-cost factors and allows the Government to award to a higher priced quoter where the decision is consistent with the evaluation factors and the CO reasonably determines the high priced quoter outweighs the cost difference.

To arrive at a best value decision, the CO will integrate the evaluation of the factors and subfactors described in this solicitation. While the Government will strive for maximum objectivity, the tradeoff process is by its nature, subjective; therefore professional judgement is implicit throughout the trade-off process.

Award shall be made to the contractor whose proposal is considered to be the “best value.” The best value shall be determined through a trade-off process where price, technical, and past performance shall be evaluated.

Technical rating will be determined by an evaluation of the quoted requirements that meet the criteria contained in the solicitation to include the submission of a proposed floor plan and furniture design. Quotes shall include a description of the items being quoted in sufficient detail to evaluate compliance with the requirements of the solicitation. This detail shall include the following:

(1) Manufacturer name,

(2) Part Number,

(3) illustrations of proposed products,

(4) fabric swatches/color samples,

(5) floor layouts as per SOW,

(6) warranty information,

(7) any literature or description to support product requirements, and

(8) any other information required to meet solicitation requirements.

Past Performance rating will be determined in accordance with FAR 15.305(a)(2). Quotes shall include contract information for past or current contracts for efforts similar to the one described herein.

An overall confidence rating will be assigned to each evaluated proposal as a result of the evaluation. The contractor who is given a “Substantial Confidence” rating is considered to be the best value and award shall be made to that firm. If more than one firm is given a “Substantial Confidence” rating, award shall be made to the lower priced firm.

Technical and Past Performance, when combined, are significantly more important than Price.

6. Discussions. The Government intends to award a purchase order without discussions with respective contractors/quoters. The Government however reserves the right to conduct discussions if deemed in the best interest.

7. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor

Registration (CCR) registrations). Toregister or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/content/home and provide mandatory information.

8. Delivery. 120 days ARO. Delivery shall be FOB Destination and included in CLIN prices noted above, unless otherwise and clearly noted by quoter in submitted quote.
