About this file
This document is a Request for Quote (RFQ) from the Illinois Department of Human Services Ann Kiley Center for a 3-year maintenance contract to provide semi-annual and annual inspection, maintenance, and repair services for the facility's emergency battery bank system and uninterruptible power supply (UPS). The contract will begin in FY22 (July 1, 2021) and conclude at the end of FY24 (June 30, 2024). The required services include inspecting the appearance and condition of the batteries, battery cabinet, and battery diagnostic system, measuring and recording various electrical readings, performing thermal scans, and conducting operational tests. The maintenance contractor must use original equipment manufacturer (OEM) parts and provide technicians trained and certified by the OEM.
The RFQ specifies the quantities of equipment to be serviced, including 40 emergency batteries and 1 Alber battery diagnostic system, as well as the Emerson Network Power/Liebert (now Vertiv) UPS system. Vendors must provide a quote for the 3-year contract term. No other pricing details, set-asides, or funding information is included in the RFQ. The document states that failure to fully complete the RFQ form may result in the quote being disqualified.
