REQUEST FOR QUOTE

Combined Synopsis/Solicitation “Legal Database Services” RFQ Details

1. RFQ Objective/Requirements:

The Advanced Research Projects Agency-Energy (ARPA-E), a division of the Department of Energy (DOE), aims to acquire a carefully selected compilation of legal databases. This initiative is intended to facilitate the retrieval of information through keyword or subject searches by offering online access to sources of U.S. federal and state law, in addition to international law and the legal frameworks of various other jurisdictions. This digital research platform should also provide a diverse array of materials, including magazines, government documents, international resources, and legal cases, all of which may be available in PDF format and are fully searchable.

You are invited to submit a quote in response to this RFQ. The SOW (Attachment 1) contains a more detailed description of the services to be purchased under this RFQ.

2. Responsive Submission The quote must address (i) Technical Approach (ii) Past Performance, and (iii) Price. Price must not be mentioned in the technical approach and past performance sections. Pricing must be input into Attachment 3 – Pricing Worksheet. Fields in yellow must be filled in. You can add rows to include pricing details, but the yellow fields must be filled in. You may also add a word description of your pricing in addition to Attachment 3.

The proposer must provide its UEI, Tax Identification Number (TIN), and Data Universal Numbering System (DUNS) number.

3. Incorporation of Contract Terms

This solicitation includes this notice, Attachment 1 (SOW), and Attachment 2 (Terms & Conditions). Any resultant order from this RFQ will incorporate the terms and conditions of this solicitation.

4. Contract/Order Type and Award:

The Government intends to issue a firm-fixed-price purchase order from this RFQ.

5. Evaluation of Proposals:

Evaluation Order of Importance – Evaluation Factor 1 (Technical Approach) is more important than Evaluation Factor 2 (Past Performance). And both Factor 1 and 2 are more important than Factor 3 (Price).

Evaluation Element 1 - Proposed Technical Approach: The Government will consider the proposed technical capability of the offeror to meet the needs laid out in the SOW.

Evaluation Factor 2 – Past Performance: The Government will consider the offeror’s past performance on contracts with the Government. The Government can consider contracts, including non-similar contracts, generally provided by CPARS or from other sources.

Evaluation Factor 2 - Price: Price will be evaluated for reasonableness, and if necessary, feasibility. The price section must include a breakdown of costs. Prices will be compared with competition.

**NOTE**

Prior to issuing any award, the Government will perform a search of Active Exclusions in the System for Award Management (SAM) to ensure that the prospective awardee are not on the list of parties excluded from receiving federal contracts and sub-contracts. The Contracting Officer (CO) may also identify and analyze the past performance of the proposer on any other relevant contract that they currently have or had of which the CO has knowledge or obtains knowledge, including but not limited to projects listed in the Contractor Performance Assessment Rating System (CPARS) and the Federal Awardee Performance and Integrity Information System (FAPIIS).

8. SUBMISSION OF PROPOSAL:

Proposals must be received via email to kyle.pickett@hq.doe.gov by Thursday March 27th, 2025, no later than 2pm.

*Proposers please note, the DOE email system will not accept attachments larger than 10MB in size. Attachments exceeding 10MB in size will be rejected by the DOE mail server. Please ensure your proposal conforms to the DOE email size restrictions. The burden of ensuring and proving timely receipt is on the proposer.
