About this file

This document is an Attachment 2 - FAR Terms and Conditions for a Legal Database Services contract solicited by the Advanced Research Projects Agency-Energy (ARPA-E), a division of the Department of Energy. The contract is a firm-fixed-price agreement with a base period from April 1, 2025, through March 31, 2026, with potential extensions up to five years and six months. The solicitation (Number 89703025PAR00039) seeks an online legal research platform providing access to U.S. federal and state law, international law, legal cases, government documents, and magazines in searchable PDF format.

Key contract terms include electronic billing through DOE's Vendor Invoicing Portal (VIPERS), payment based on fixed unit prices, and compliance with numerous federal acquisition regulations. The contract incorporates multiple mandatory clauses related to small business utilization, equal opportunity, labor standards, and government procurement requirements. The total contract value and specific unit pricing will be determined, with a not-to-exceed total to be specified in the final agreement. Potential offerors must carefully review the extensive list of required FAR clause compliance and flow-down provisions when preparing their responses.
