U.S. Department of Energy Attachment 1: Statement of Work Advanced Research Projects Agency-Energy (ARPA-E)
I. OBJECTIVE
The Advanced Research Projects Agency-Energy (ARPA-E), a division of the Department of Energy (DOE), aims to acquire a carefully selected compilation of legal databases. This initiative is intended to facilitate the retrieval of information through keyword or subject searches by offering online access to sources of U.S. federal and state law, in addition to international law and the legal frameworks of various other jurisdictions. This digital research platform should also provide a diverse array of materials, including magazines, government documents, international resources, and legal cases, all of which may be available in PDF format and are fully searchable.
II. BACKGROUND
ARPA-E is in search of a legal database service, online or cloud-based platform that grants access to an extensive array of legal resources. This includes case law, statutes, regulations, legal commentary, and various other legal documents. Such services are vital instruments for attorneys, legal researchers, paralegals, and other professionals within the legal sector, enabling them to efficiently locate pertinent information and make well-informed decisions. Legal database services have significantly altered the research practices of legal professionals, enhancing the speed, comprehensiveness, and efficiency of their work.
Key Features:
1. Case Law Exploration: Users can search for judicial decisions, verdicts, and precedents from courts across various levels, including local, national, and international jurisdictions.
2. Statutes and Regulations Access: Availability of both current and historical statutes, codes, and regulations that govern specific areas of law.
3. Legal Analysis: A collection of articles, analyses, and expert opinions designed to assist users in interpreting and comprehending legal statutes.
4. Tailored Search Options: Advanced search functionalities that enable users to filter results based on date, jurisdiction, topic, and additional criteria.
5. Document Organization: Tools that facilitate the efficient storage, organization, and retrieval of legal documents.
6. Legal Templates: A repository of legal forms for contracts, pleadings, motions, and various other documents.
7. Interlinking Resources: The ability to connect legal cases, statutes, and other documents to enhance comprehensive legal research.

IV. OPTION YEARS
Four single-year option years.
V. ADDITIONAL LICENSES/SEATS
This SOW empowers the Government to order additional licenses at the same pricing achieved from this competition, as well as order additional database tools and research libraries.
VI. CONTRACT TYPE
This is a firm-fixed price order.
VII. INVOICING
Invoices must be submitted through DOE’s financial system.
