Summary

This Request for Qualifications (RFQ) is issued by the Squam Lakes Association in cooperation with the New Hampshire Department of Environmental Services to solicit engineering contractors for Phase II implementation of the 2024 Squam Lakes Watershed Management Plan. The project focuses on stormwater management Best Management Practices (BMPs) at the Ice House Creamery site on Little Squam Lake in Holderness, NH, addressing runoff from a 40-acre watershed area. Deliverables include completion of a final site design plan, securing wetland/shoreland permits from the Town of Holderness and State of New Hampshire, developing a Site-Specific Project Plan (SSPP) for pollutant load reduction estimation, construction oversight of stormwater BMP systems, development of an Operations and Maintenance plan, and preparation of final Pollutant Control Reports for submission to NHDES. Qualification packages, limited to 15 pages maximum and submitted electronically as PDFs to Cole Beale (cbeale@squamlakes.org), are due by March 21, 2025, at 4:00 p.m. A Question and Answer summary digest will be distributed by March 12, 2025, to firms requesting clarification by the March 14, 2025, deadline. Final contractor selection and notification to all firms is scheduled for March 28, 2025, with BMP construction anticipated to commence in fall 2025.

Selection will be based on demonstrated specialized experience in watershed restoration and stormwater BMP design and installation, familiarity with HydroCAD modeling and USEPA/NHDES requirements, knowledge of local permitting requirements, proven ability to complete work within available budget and schedule, and quality of project approach and personnel. The project is funded through a Watershed Assistance Grant awarded to the Squam Lakes Association by the New Hampshire Department of Environmental Services during the FY2024 competition. No specific cost estimates are to be included in qualification submissions, and scope, schedule, and fee negotiations will proceed with the highest-ranked firm until agreement is reached. The selected contractor must be eligible to receive federal funding and certify compliance with applicable state and federal rules related to grant-funded projects.

2025 Squam Watershed Management Plan Phase II

Introduction:

The Squam Lakes Association (SLA) has been awarded a Watershed Assistance Grant from the New Hampshire Department of Environmental Services (NHDES) during their FY2024 competition. The SLA has prepared this Request for Qualification (RFQ) in cooperation with the NHDES to solicit submittals from qualified engineering contractors to provide the deliverables requested in the subject Scope of Work.

Project Description:

Little Squam Lake is a 408-acre waterbody located in the Squam Lakes Watershed in central New Hampshire. This project is implementing stormwater best management practices (BMPs) at the number one priority site identified in the Squam Watershed Management Plan (SMWP), the shoreline areas at the Ice House Creamery (formerly Squam Lakeside Farm). Stormwater from the completely built out housing development up gradient from the Ice House Creamery is transported off of dirt roads through pipes and swales to multiple location on the Ice House property. Adjacent to Little Squam Lake and US Route 3, this site is pivotal to preventing stormwater and pollutants from entering the lake. The location has a total watershed area of approximately 40 acres. During periods of rainfall or snowmelt, stormwater and its pollutants are carried directly to the Ice House Creamery parking area. From there, the runoff travels along US Route 3, funneling into storm drains and flowing unfiltered into Little Squam Lake. During severe storms, runoff may move forcefully enough to run directly across US Route 3, over the shoreline edge, and into the lake.

Selection Procedure:
