About this file
This is a Request for Qualifications (RFQ) issued by the Squam Lakes Association (SLA) in cooperation with the New Hampshire Department of Environmental Services (NHDES) for engineering contractors to implement Phase II of the 2024 Squam Lakes Watershed Management Plan. The project involves implementing stormwater best management practices at the Ice House Creamery (formerly Squam Lakeside Farm) on Little Squam Lake in Holderness, NH. The scope includes site design, permitting, construction oversight, and development of maintenance plans for bioretention systems to manage stormwater runoff from a 40-acre watershed area that currently flows unfiltered into Little Squam Lake. Key dates include: RFQ release on February 28, 2025; questions due March 14, 2025; qualifications packages due March 21, 2025; and final contractor selection by March 28, 2025. Construction is anticipated to commence in fall 2025.
The project is funded through a Watershed Assistance Grant from NHDES FY2024 competition. Qualification submissions must be limited to 15 pages and should not include cost estimates. Selection criteria focus on specialized experience with watershed restoration projects, stormwater BMP design and installation, development of site-specific project plans, familiarity with the Squam Lakes Watershed, and demonstrated ability to complete work within budget and schedule. The scope includes six major deliverables: final site design plan, wetland/shoreland permits, Site-Specific Project Plan (SSPP), BMP construction oversight, operations and maintenance plans, and final pollutant control reports.

2025 Squam Watershed Management Plan Phase II
Introduction:
The Squam Lakes Association (SLA) has been awarded a Watershed Assistance Grant from the New Hampshire Department of Environmental Services (NHDES) during their FY2024 competition. The SLA has prepared this Request for Qualification (RFQ) in cooperation with the NHDES to solicit submittals from qualified engineering contractors to provide the deliverables requested in the subject Scope of Work.
Project Description:
Little Squam Lake is a 408-acre waterbody located in the Squam Lakes Watershed in central New Hampshire. This project is implementing stormwater best management practices (BMPs) at the number one priority site identified in the Squam Watershed Management Plan (SMWP), the shoreline areas at the Ice House Creamery (formerly Squam Lakeside Farm). Stormwater from the completely built out housing development up gradient from the Ice House Creamery is transported off of dirt roads through pipes and swales to multiple location on the Ice House property. Adjacent to Little Squam Lake and US Route 3, this site is pivotal to preventing stormwater and pollutants from entering the lake. The location has a total watershed area of approximately 40 acres. During periods of rainfall or snowmelt, stormwater and its pollutants are carried directly to the Ice House Creamery parking area. From there, the runoff travels along US Route 3, funneling into storm drains and flowing unfiltered into Little Squam Lake. During severe storms, runoff may move forcefully enough to run directly across US Route 3, over the shoreline edge, and into the lake.
Selection Procedure:
A. Required Qualifications Submissions
Applicants are required to submit one electronic copy as a PDF of their qualifications package. PDF documents should be email to Cole Beale (cbeale@squamlakes.org). The submission, including all listed components below, shall be 15 pages in length at maximum and not include a cost estimate.
