About this file

This is a Request for Quotation (RFQ) issued by the Oregon Liquor and Cannabis Commission's Procurement Services, seeking a Concrete Consultant/Civil Engineering professional to evaluate and analyze concrete slab conditions. The document requests services to review construction drawings, specifications, and associated documents for slabs 1-4, including reviewing contractors' submittals, concrete mix information, and repair proposals. The consultant will be required to perform site visits, inspect and sound slabs, document surface defects, identify delaminations/blisters, and potentially obtain up to four drilled core samples for petrographic examination. The response is due by October 28, 2025, at 12:00 PM PST via the OregonBuys e-procurement system, with services to be available upon contract execution.

The RFQ allows for optional additional services, such as participating in conference calls, responding to communications, providing professional advice, and conducting further concrete-related examinations as requested by the owner. Pricing is to be held firm for 30 days, with the consultant expected to provide detailed reports and recommendations regarding the performance and service of the slabs. The document emphasizes flexibility in brand names and alternatives, with the agency retaining sole discretion to determine whether proposed products or services meet the specified requirements.
