General statements that the Offeror understands the requirement and can or will comply with the requirements of the RFQ will be considered inadequate. Also, Offerors are cautioned not to simply rephrase or restate the government’s requirements in the quote, but furnish convincing narratives describing “how” they intend to meet these requirements.

If, however, a contract is awarded to this offeror as a result of -- or in connection with -- the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction. 52.212-2 EVALUATION — COMMERCIAL ITEMS (OCT 2014)
The Government may award a single-award or multiple single-award contracts resulting from this solicitation, but reserves the right to utilize other approaches or combination of approaches resulting from this solicitation to the responsive offeror(s) whose offer(s) conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1 – Technical Subfactor 1 – Technical Capability Subfactor 2 – Corporate Experience 2 – Price
The Technical factor is more important than Price.
Within Factor 1 – Technical, Subfactor 1 – Technical Capability and Subfactor 2 – Corporate Experience will not receive individual ratings but will be combined into one overall rating for Factor 1 – Technical.
Offerors are advised that the Government intends to evaluate offers and make award(s) without requesting additional information or revised quotes; but reserves the right to do so if determined to be in the best interest of the Government. Therefore, the offeror’s initial quote should contain the offeror’s best terms from a combined Technical and Price standpoint. The Government reserves the right to request additional information if the Contracting Officer later determines it to be necessary.
FACTOR 1: Technical Under the Technical Factor, the Government will evaluate the extent to which the offeror’s quotation demonstrates a sound, practical approach for satisfying the requirements stated in the solicitation. The Government will utilize the combined Technical/Risk rating methodology contained within the Combined Technical/Risk Rating table below, which includes consideration of risk in conjunction with the evaluation findings; strengths, weaknesses, significant weaknesses, and deficiencies of the offeror’s quotation when determining the Technical rating.
Evaluation of risk will assess the degree to which the offeror’s proposed approach meets or does not meet the Government’s technical requirements. This includes evaluation of the offeror’s proposed technical knowledge, management capabilities, expertise, and understanding of the requirements of the PWS. Risk is one aspect of the technical evaluation and contributes to determining the Factor level rating. If an offeror’s quotation demonstrates a material failure to meet a Government requirement or has a combination of significant weaknesses that increases the risk of unsuccessful contract performance to an unacceptable level, it is a deficiency in the offeror’s quotation. The Government will determine if the quotation meets or exceeds requirements, to what degree the proposed approach indicates an understanding of the requirements, and the level of risk to unsuccessful performance per the rating definitions contained within Combined Technical/Risk Rating table below.
Subfactor 1: Technical Capability (Vessel Capability): The Government will evaluate the extent to which the offeror’s proposed approach meets the Government’s technical requirements.
This includes evaluation of the offeror’s proposed vessels, technical knowledge, management capabilities, expertise, and understanding of the requirements of the PWS. The Government will more favorably evaluate a quote that includes multiple vessels in a vessel class.
Subfactor 2: Corporate Experience: The Government will evaluate the degree to which the offeror’s corporate experience meet the requirements. Offerors are expected to have at least one year of experience in providing the same or similar types of services to either a Government or Commercial entity and anything less may result in an unacceptable rating.
Government will evaluate information submitted by the Quoter for this factor and will make a determination based on the criteria listed below.
Combined Technical/Risk Rating Table
Adjectival Rating Description
EXCEPTIONAL Quote indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
GOOD Quote indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
ACCEPTABLE Quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
MARGINAL Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
UNSACCEPTABLE Quote does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quote is unawardable.
Definitions
DEFICIENCY Is a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable.
WEAKNESS Means a flaw in the proposal that increases the risk of unsuccessful contract performance.
SIGNIFICANT
WEAKNESS

STRENGTH

Price: Price will be evaluated in accordance with FAR 13.106-3(a). Prices in Attachment II – ELIN Pricing Sheet will be evaluated to support the selection of the best value quote. The Government will use price analysis to determine that proposed prices are fair and reasonable. The Government may require additional “other than certified cost and pricing data” prior to award.
A Total Evaluated Price (TEP) will be calculated for evaluation purposes and the quotes will be evaluated for reasonableness on the basis of competitive quotes where there is more than one quote per vessel class.
Since partial quotes are permitted, the TEP will be calculated for each vessel class using a quantity of 1 each for the various durations as follows:
TEP 1 (Class A Vessel): ELINs X001-X003
TEP 2 (Class B Vessel): ELINs X001-X003
TEP 3 (Class C Vessel): ELINs X001-X003
TEP 4 (Class D Vessel): ELINs X001-X003
The Government will evaluate option provisions at FAR 52.217-8 at time of award and the value of this options shall be 50% of the value of ordering period three for each Class quoted.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
