GIRTON CAGE AND RACK WASHER
BRAND NAME OR EQUAL
REQUIREMENT
This is a requirement to provide a Girton Model 80-0 Cage and Rack Washer or an equivalent item to be delivered to 1100 Wilford Hall Loop, Bldg 4430 at JBSA Lackland AFB, TX 78236. This will be awarded utilizing the procedures of FAR Part 12 and FAR Part 13, and awarded as a one-time firm-fixed-price purchase order in accordance with this Request for Quote (RFQ), Statement of Work (SOW) and Salient Characteristics (detailed as an attachment in SOW) as noted herein. Contractor’s pricing under the Bid Schedule below shall include ALL costs associated costs with delivering and fully installing, to include all associated costs, a complete turn-key solution for the brand name item or equivalent.
1. RFQ RESPONSE TIME. Please respond to this RFQ by emailing to both point of contacts noted below no later than 12:00pm Central Daylight Time, 11 September 2023– Monday (or sooner) in order to be considered timely:

2. LATE QUOTES. Will be handled in accordance with (IAW) FAR clause 52.212-1 (f).
3. SMALL BUSINESS. This is requirement is 100% small business set aside under NAICS 333998, All Other
Miscellaneous General Purpose Machinery Manufacturing, and PSC 3695, Miscellaneous Special Industry Machinery. This is a notice that this order is a total set-aside for Small Business concerns. Only quotes submitted Small Business Concerns for NAICS 333998 will be accepted by the Government. Any quote that is submitted by a contractor that is not a Small Business concern for NAICS 333998 will not be considered.
4. BID SCHEDULE: Please provide a quote for the below contract line item numbers (CLINs) listed below.
By submitting a response to this RFQ, contractor confirms price shall be good until 30 Sep 2023.
Each CLIN below shall include all costs associated with providing the supplies and services required in accordance with this RFQ, Statement of Work and Wage Determination. Price shall be a firm-fixed-price.
Contract price shall be good for 60-days.

Replace cage and rack washer that fits and replaces the current cage and rack washer with proper plumbing and utilities (turn-key solution). Price shall include Warranty as stated in the Statement of Work (SOW). Item shall be delivered FOB Destination.
This line item unit price shall include all equipment, materials, parts, and any other incidentals necessary to deliver and install the item in accordance with the requirements of this RFQ (refer to Technical Factors below), Statement of Work (SOW, refer to Attachment 1) and Salient Characteristics (refer to clause 52.212-2).

This line item unit price shall include all labor, supervision, management for costs associated with removing the existing washer and the installation, transportation, and delivery of a new washer as referenced under CLIN 0001. All shall be done IAW the RFQ, SOW and Salient Characteristics. This unit price shall also include all costs associated for providing training to Government Personnel IAW
SOW.

SPECIAL NOTES AND INSTRUCTIONS:
1. QUESTIONS/CONCERNS. All questions and or concerns shall be sent timely via email to both Charles House at charles.house.3@us.af.mil no later than 28 August 2023, Monday, by 4:00PM CT. Any questions received after this date/time will not be reviewed nor considered. All responses to questions and concerns received will be addressed and posted via SAM.gov.
2. Basis for Award. 502d CONS/JBKBA will issue a purchase order to the vendor who is determined to offer the best value to the Government.
3. Addendum 52.212-1- Instructions to Offerors –Commercial Items is incorporated by reference. The following addenda applies to the provision:
(b) Submission of offers:
i) The Offeror’s quote shall provide a price a firm-fixed-price for all CLINs under the BID SCHEDULE and contractor shall ensure all associated costs for shipping, delivering, and installing a turn-key solution in accordance with this RFQ and SOW has been accounted for in the unit prices under the Schedule B.
(c) Period for Acceptance of Offers. The paragraph is tailored as follows: “The offeror agrees to hold the prices in its quote firm up to 30 Sep 2023.”
(d) Product Samples is deleted in its entirety.
(e) Multiple Offers is deleted in its entirety.
(g) Contract award is deleted in its entirety.
(h) Multiple Awards is deleted in its entirety.
4. 52.212-2, Evaluation - Commercial Products and Commercial Services (Nov 2021).

For this procurement, Best Value determination will be made based on Lowest Priced, Technically Acceptable (LPTA) quote. The Government will award a purchase order resulting from this RFQ to the responsible offeror whose quote conforming to the RFQ and SOW (including Salient Characteristics in the SOW) will be most advantageous to the Government. The following factors shall be used to evaluate quotes: Price and Technical Acceptability. Only technically acceptable quotes are eligible for award.
a. The following process will be followed:
(i) Quotes initially will be ranked based on total evaluated price. Total evaluated price will be determined by adding the unit prices of each CLIN in the Bid Schedule (above) for an overall Total Evaluated Price.
(ii) If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest priced quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total evaluated price.
(iii) The technical evaluation team will evaluate the factors identified below. For the quote to be technically acceptable, all the technical factors must be rated as “Acceptable”. The failure of a quote/offer to meet any or all of the technical criteria will result in a technically unacceptable rating and be ineligible for award. The technical factors will receive one of the ratings listed below:
• Acceptable: Quote clearly meets the minimum requirements of the solicitation.
• Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation.
(iv) Technical Factors. The Government will evaluate the quotes for technical acceptability, assigning ratings as described in paragraph 4a(iii) above. The failure of a quote to meet any or all of the technical criteria will result in a technically unacceptable rating and preclude award.
• FACTOR 1 – Salient Characteristics. The Offeror’s quote shall include documentation and information clearly detailing the ability to meet all Salient Characteristics and capability to deliver/install IAW with the SOW. The brand name Girton Model 80-0 will considered Technically Acceptable; however, contractor must provide a turn-key solution that does not include altering the facility structure and solution shall be at no additional cost to the Government.
If other than the noted brand name washer (Girton Model 80-0, Cage and Rack Washer), Quoter shall provide an item meeting all Salient Characteristics identified in the Statement of Work.
For any item other than the exact brand name and part number (Girton Model 80-0), the information and details provided in quoter’s offer shall be for the item the contractor intends to deliver, transport, ship and install IAW with the SOW. Under no circumstances shall the contractor provide “depictions” or “interpretations”. When quoting an “Equal product (Equivalent item)” to substitute the brand name product, the contractor must include the following: (1) Manufacturer name, (2) Part Numbers, and (3) literature or description to support equal product substitution in your RFQ submission. Salient Characteristics for equivalent items must clearly be met to fulfill a turn-key solution to meet this requirement. At no time shall the Government make revisions/modifications or adjustments to the facility structure. All required modifications shall be made to the contractor’s item at no additional cost to the Government and shall be done IAW the SOW.
The standard has been met when: when the quoter provides/quotes the exact Brand Name item (Girton Model 80-0) or when the contractor provides equivalent items that clearly meet all listed Salient Characteristics per item as noted in the SOW. For equivalent items, the quote must provide the EXACT manufacturer, part number and specifications of each item quoted to clearly demonstrate that the equivalent item has met all Salient Characteristics. Depictions of items are not acceptable. Government must be able clearly identify that all salient characteristics have been met for an item quote that is not the brand name item, Girton Model 80-0.
(v) Price Evaluation. To determine price reasonableness, the Government will then conduct a price evaluation of the lowest priced, technically acceptable quote.
(vi) Interchanges. The Government may hold interchanges with offerors that have the highest potential to offer the best value. These issues may be technical or price, or deal with contract documentation including any other matter in the evaluation process. Resolution of minor or clerical issues would not constitute interchanges and the Government reserves the right to award without the opportunity to revise proposals.
5. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current. To register or update former CCR and Reps & Certs that are not current go to https://sam.gov/content/entity-information and provide mandatory information.
6. Notice to Offeror(s)/Supplier(s). Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The contractor shall not request, nor will the Government make, payments for any preliminary measurement, quotes, bids, site visit, time or proposal cost incurred.

52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment.
As prescribed in 4.2105(a), insert the following provision:
Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021)
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision—
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".
(d) Representation. The Offeror represents that—
(1) It ___will, ___will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that—
It ___does, ___does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.
(e) Disclosures. (1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment—
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(ii) For covered services—
(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment—
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) If not associated with maintenance, the PSC of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow
(WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—

(4) Payment request. The Contractor shall ensure a payment request includes documentation appropriate to the type of payment request in accordance with the payment clause, contract financing clause, or Federal Acquisition Regulation 52.216-7, Allowable Cost and Payment, as applicable.
(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.
(g) WAWF point of contact.
(1) The Contractor may obtain clarification regarding invoicing in WAWF from the following contracting activity’s WAWF point of contact.
