Unless specifically identified in your proposal, by submission of its offer, the Offeror concurs with all solicitation requirements, including terms and conditions, representations and certifications and technical requirements.

Technical Acceptability will be determined based on an evaluation of the Deliverables that are submitted with the quote. At a minimum include a layout of the proposed building in relation to the requirements of the SOW and the Hangar in which it will be installed (refer to Attachment 1 H75 Modular Layout as an example). Additional documentation could include brochures, cut-sheets, literature, drawings, or diagrams, sufficient for the Government to evaluate and determine technical acceptability of the proposed building as follows:

Acceptable: The proposed equipment clearly meets the salient physical, functional, and performance characteristics set forth in the Statement of Work, or

Unacceptable: The proposed equipment does not clearly meets the salient physical, functional, and performance characteristics set forth in the Statement of Work.

Thus failure to provide sufficient documentation with the quote, may result in an immediate determination of unacceptability with no further award consideration regardless of price.

FAR Part 15 based evaluations will NOT be used for this acquisition, thus the initial quote should contain your best terms; however; the Government reserves the right to conduct interchanges if determined necessary by the

Contracting Officer to resolve issues such as technical or price, or deal with documentation including any other matter in the evaluation process. The contracting officer reserves the right to award a contract without the opportunity to revise quotes.
