Addendum, RFO 52.212-2, Evaluation - Commercial Products and Commercial Services, is hereby tailored as follows:

The United States Government will award a single firm-fixed price (FFP) purchase order resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the US Government, price and other factors considered, and determined as the best value. For this RFQ, best value means a single award shall be made to the responsible contractor whose services are technically acceptable, quotes a fair and reasonable total price, and has an acceptable performance schedule, all IAW the PWS. The following two (2) factors shall be used to evaluate proposals:

1. Technical capability of the services proposed to meet the US Government’s requirement IAW the Performance Work Statement (PWS) (Submit one copy).

Additional “credit” may be given for exceeding established standards via additional accommodations that exceed the US Government’s requirements. Vendors are highly encouraged to submit commercial product literature, which represents the specifications of quoted items.

The US Government technical evaluation team shall evaluate the technical proposals on a subjective basis, based upon meeting the services required IAW attached PWS, assigning ratings as follows:

Rating Description

Outstanding The quote demonstrates a technical approach that meets the requirements of the solicitation and contains multiple accommodations that exceed the requirements by an exceptional value.

Good The quote demonstrates a technical approach that meets the requirements of the solicitation and contains at least one accommodation that exceeds the requirements by some value.

Acceptable The quote demonstrates a technical approach that meets the requirements of the solicitation.

Unacceptable The quote does not meet the requirements of the solicitation.

2. Price (Submit one copy of Attachment 2). All unit prices provided shall be rounded to the nearest United States Dollar (USD $). Fill in the Unit Price for each

Contract Line Item (CLIN) and SubCLIN. On the Basis of Estimate (BOE) tab, enter price element supporting information. Provide a comprehensive BOE that justifies all quoted costs, demonstrating a thorough understanding of the requirements and sound cost estimation.

Only those quotes determined to be technically acceptable will be evaluated on price. If the quote received is determined to be unacceptable, the vendor will be excluded from competition and will not be considered for award. Only those quotes determined to be technically acceptable, either initially or as a result of any clarifications or exchanges, will be considered for award. However, Offerors are reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without any clarifications or exchanges.
