About this file

This is a Request for Quotation (RFQ) for laboratory coat services issued by the Food and Drug Administration (FDA), Office of Pharmaceutical Quality Research (OPQR).

The FDA seeks a contractor to provide snap-front, fluid-resistant lab coats and laundry services for approximately 60-65 scientists. The contractor must deliver two lab coats per scientist (120-130 total), conduct on-site sizing and fitting sessions, provide 40 hand towels (16" x 19"), and perform routine collection, laundering, and delivery services on either a weekly (52 cycles/year) or bi-weekly (26 cycles/year) schedule. The contractor must also accommodate personnel fluctuations without altering service fees and provide prompt notification of any service delays or quality issues with corrective action plans within one business day. This is a total small business set-aside with a NAICS code of 812332 (Industrial Launderers) and a size standard of $41.5 million. The anticipated period of performance consists of a one-year base period followed by four one-year option periods, exercisable at the government's discretion, for a maximum contract duration of 60 months.

Quotations must be submitted by the deadline listed in SAM.gov with a firm-fixed-price structure valid for 90 days. All questions must be received by April 1, 2026, at 12:00 PM ET. Responses must include two separate volumes: a technical volume (10-page limit) addressing ability to meet SOW requirements, product specifications, and delivery timelines, and a separate pricing volume with itemized cost breakdowns. Award will be made to the responsible offeror whose offer is most advantageous to the government, with technical and price factors considered approximately equal in importance. Contractors must submit invoices electronically through the FDA's Invoice Processing Platform (IPP) system and comply with various federal contract clauses including small business limitations on subcontracting, buy American provisions, and equal employment opportunity requirements.

Addendum to FAR 52.212-2

Fator 1: Technical Approach

The Government will evaluate the technical quotation to determine the offeror’s ability to meet the requirements of the Statement of Work (SOW), including scope of work, safety needs (snap-front, fluid-resistant lab coats), and bi-weekly service expectations. Clear and feasible plan for managing sizing sessions, inventory control, laundry logistics, and contingency plans for volume fluctuations.

Confirmation that proposed lab coats meet the snap-front closure and fluid-resistant material requirements. Specification sheets or product descriptions demonstrating compliance with required dimensions and features (e.g., towel sizes, fabric composition).

Realistic delivery timeline for initial fitting, sizing, and first round of lab coats post-award.

Confirmation of ability to meet bi-weekly collection and delivery schedule.

The Government will assess narrative response for completeness, logic, feasibility, and alignment with the SOW. The Government will evaluate the quoter’s technical approach for completeness, feasibility, and alignment with the requirements of the Statement of Work.44.

Review proposed timeline in light of required 30-day delivery post-award and ongoing performance expectations.

Factor 2: Price

Price will be evaluated to determine whether the quotation includes a complete and itemized price breakdown and whether the proposed price is fair and reasonable for the supplies and services required under the RFQ.

The total evaluated price will be the sum of all items included in the pricing schedule.

The Government will evaluate price using one or more price analysis techniques in accordance with FAR 13.106-3.

The Government intends to make award without discussions; therefore, quoters are encouraged to submit their best technical quotation and price in response to this RFQ.

Statement of Work

Background

OPQR provides critical laboratory testing and research support, prioritizing the safety and efficiency of its scientific staff. Laboratory coats are essential personal protective equipment (PPE), protecting against chemical splashes, biological hazards, and other laboratory risks, while preventing cross-contamination and maintaining experimental integrity.

Currently, OPQR scientists use button-front lab coats, which can delay removal during emergencies, increasing the risk of exposure. To address this safety concern, OPQR proposes transitioning to snap-front, fluid-resistant lab coats. These coats allow rapid removal in emergency situations and provide an additional barrier against liquid spills, enhancing overall safety.

This upgrade demonstrates OPQR’s commitment to modern laboratory safety practices, proactive risk management, and the well-being of its scientific staff.

Objective

The objective of this initiative is to enhance laboratory safety by:

1. Replacing traditional button-front lab coats with snap-front designs for rapid removal in emergencies.

2. Providing fluid-resistant lab coats to reduce the risk of immediate skin contact with hazardous chemicals.

3. Ensuring all scientific staff have access to properly fitted, clean, and well-maintained protective garments.

Scope

This SOW encompasses all activities necessary to outfit OPQR scientists with new lab coats, including:

• On-site sizing and fitting sessions for all scientists.

• Provision of two lab coats per scientist.

• Regular laundering services (weekly or bi-weekly, as determined based on vendor preference).

• Collection and delivery of clean lab coats and hand towels.

• Accommodation of personnel fluctuations without altering service fees.

The scope covers full lab coat management from initial procurement through ongoing maintenance and hygiene.

RFQ No.: 75F40126Q00075 Attachment 1

Trade and Service Specifications

The lab coat service package, including towels, shall meet the following requirements:

1. Lab coats must feature snap-front closures.

2. Lab coats must be constructed with fluid-resistant materials.

3. Service package shall cover 60–65 scientists, each receiving two lab coats (total of 120–

130 lab coats).

4. Service package shall include 40 hand towels (16" x 19").

5. Vendor shall provide collection and delivery of lab coats and towels for laundering on a schedule determined by OPQR (weekly or bi-weekly).

6. Vendor must accommodate fluctuations in personnel while maintaining consistent service fees.

Tasks Performed by Vendor

The vendor shall:

1. Conduct on-site sizing sessions for all scientists.

2. Facilitate lab coat fittings.

3. Provide two lab coats per scientist.

4. Collect, launder, and deliver lab coats and hand towels according to the agreed schedule.

5. Notify OPQR promptly of any delays, missed pickups/deliveries, or quality issues, and provide a corrective action plan within one business day.
