6. STATEMENT OF WORK - IMMUNIZATION COVERAGE REPORTING & GPRA

OPTIMIZATION PROJECT

A. BACKGROUND AND OBJECTIVES

The purpose of this project is to improve immunization coverage rates by enhancing understanding, consistency, and utilization of immunization reporting systems across the enterprise. The systems outlined below are used at multiple levels within the Indian Health Service (IHS) federal facilities, including Headquarters (HQ), Area Offices, and Service Units (local hospitals, clinics, and health centers serving American Indian and Alaska Native populations). Primary users include providers (physicians, nurses, and pharmacists), immunization program staff, quality improvement personnel, Area Immunization Coordinators, and national leadership.

Key systems and regulations included in the scope of this effort are:

• Government Performance and Results Act (GPRA): Federally mandated performance measures, including those measuring immunization coverage

• Clinical Reporting System (CRS): Extracts clinical quality data from the Resource and Patient Management System (RPMS) for GPRA and related reporting

• Population Management Tool (iCARE): Helps providers efficiently manage the care of their patients

• Resource and Patient Management System (RPMS): Electronic health record capturing patient-level data

• National Immunization Reporting System (NIRS) / National Vaccine Coverage (NVC) Dashboard: Enterprise tools for aggregating and visualizing coverage data

These systems are all interconnected, as data generates from RPMS and measures immunization coverage, vaccine uptake, missed opportunities, and GPRA-related clinical quality indicators.

Currently, system use is inconsistent across the enterprise due to unclear guidance, variation in interpretation, and differences in data definitions and outputs. This leads to confusion, reduced confidence in data, and missed opportunities to improve vaccination coverage. Additionally, federal reporting requirements (e.g., GPRA) require accurate and consistent data use.

Project Title Immunization Coverage Reporting & Government Performance

This project will develop a standardized, actionable framework, end-user guidance, and training to support service units and stakeholders in effectively using immunization data systems. These outputs are intended for broad use across service units nationwide, supporting providers, program staff, and leadership. Improved clarity and standardization will strengthen data integrity, improve identification of coverage gaps, and support targeted interventions to increase immunization coverage rates.

(c) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition.

However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(DEV)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Non-price factors, when combined, are significantly more important than price. Therefore, the Government reserves the right to award to other than the lowest priced quote. However, the Government will not make an award at a significantly higher overall cost to achieve only slightly superior technical capability. The following evaluation factors in the relative order of importance will be used to evaluate offers:

1. Evaluation Factor 1: Technical Approach

The quotation will be evaluated on the quoter’s technical understanding and approach for fulfilling the requirements set forth in the Statement of Work. The Government will evaluate whether the quoter’s methods and approach are sound, feasible, realistic, and provide the Government with a high level of confidence of successful completion. More favorable consideration will be given to a proposed approach that demonstrates:

a) A detailed and comprehensive understanding of the scope and purpose of the project, including the intent and requirements of the contract.

b) A proposed…
