About this file
This is a Request for Quote (RFQ) for the purchase and installation of a new Intrusion Detection System (IDS) at the Robert T. Matsui United States Courthouse located at 501 I Street, Sacramento, California (Building CA0306). The solicitation is issued by the Department of Homeland Security (DHS) Federal Protective Service (FPS) under FAR Part 13 Simplified Acquisition Procedures and is set aside as a 100% small business contract. The North American Industry Classification System (NAICS) code is 561621 with a size standard of $25 million. The contractor must provide all labor, materials, management, expertise, transportation, supervision, training, licenses, and permits required to design, install, configure, and test a complete IDS. The system shall consist of one alarm panel with enclosure, three keypads, seventeen glass break sensors, twenty-four recessed mounted door contacts, fifteen roll-up door contacts, two wired duress buttons, two backup batteries, one tamper switch, and eight zone expanders. The alarm control panel must be UL-listed and commercially-grade from Bosch/Radionics or Digital Monitoring Products (DMP), with IP-based capabilities and connection to the FPS MegaCenter monitoring system. All installation work must be completed within 60 business days following the Notice to Proceed, with project completion no later than 90 business days after receipt of the Notice to Proceed.
The request for quote submission deadline is March 9, 2026 at 0900 PST, with a mandatory site visit scheduled for February 4, 2026 at 0900 PST. A one-time site visit is offered, and offerors must notify the Contract Specialist by January 28, 2026 to attend. Questions must be submitted by February 19, 2026 at 0900 PST. Quotations must include four parts: technical compliance with specifications (including equipment lists and cut sheets), itemized price submission on Standard Form 1449, contract documentation and representations/certifications, and completion of the Contractor Quotation Checklist. Offerors must provide current ISO 9001-2015 certification, proof of manufacturer training and certification to install the system, and evidence that at least one factory-certified technician has certification within two years of proposal submission. The contract requires a 12-month warranty on all contractor-supplied components and workmanship from the date of government acceptance. Pricing shall be firm-fixed and include all labor, supervision, materials, equipment, training, shipping, travel, per diem, and warranty costs. Evaluation will prioritize technical specifications conformance as the most important factor, followed by past performance, with price as the least important factor, though non-price factors combined are more important than price.
