The equipment will be used to conduct inspections of wells and facilities to detect and quantify methane emissions. Bidders must submit electronic responses by December 29, 2025, at 5:00 PM PST to IT.Purchasing@conservation.ca.gov. Pricing will be evaluated based on the bidder's total bid price as adjusted by applicable State of California preference programs, including Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) preferences, and the Target Area Contract Preference Act (TACPA). A 5% preference is available to certified small businesses or non-small businesses claiming at least 25% California certified small business subcontractor participation. The contractor must provide optional maintenance plan extensions, extended warranties, and post-flight emissions analysis services at additional cost. Invoices will not be accepted from June 1 through July 7 annually due to fiscal year closing procedures. The State reserves the right to terminate the agreement with 30 days' written notice or for cause if the contractor fails to perform, and will allow bidders five working days to submit a Notice of Intent to Protest following award notification.

RFQ; however, a bidder may extend the offer beyond 45 days in the event of a delay of contract award.

The State reserves the right to determine the successful bidder(s) either on the basis of individual items or on the basis of all items included in its RFQ, unless otherwise expressly provided in the State’s RFQ. Unless the bidder specifies otherwise in its bid, the State may accept any item or group of items of any bid. The State reserves the right to modify or cancel in whole or in part it’s RFQ.

Written notification of the State’s intent to award will be made to all bidders. If a bidder, having submitted a bid, can show that its bid, instead of the bid selected by the State, should be selected for contract award, the bidder will be allowed five (5) working days to submit a Notice of Intent to Protest, according to the instructions contained in the paragraph titled “Protests” of this RFQ.

S. Protests Any bidder’s issues regarding solicitation requirements must be resolved (or attempts to resolve them must have been made) before a protest may be submitted according to the procedure below. These issues will first be resolved by the contact for the solicitation or if they result in a protest, the protest will be submitted to DGS Procurement Division Deputy Director to hear and resolve issues and whose decision will be final.

If a bidder has submitted a bid which it believes to be responsive to the requirements of the RFQ and to be the bid that should have been selected according to the evaluation procedures in the solicitation and the bidder believes the State has incorrectly selected another bidder for award, the bidder may submit a protest of the selection as described below. Protests regarding selection of the “successful bidder” will be heard and resolved by the Victim Compensation and Government Claims Board whose decision will be final.

All protests of award must be made in writing, signed by an individual authorized to bind the bidder contractually and financially, and contain a statement of the reason(s) for protest; citing the law, rule, regulation or procedure on which the protest is based. The protester must provide facts and evidence to support the claim. Protests must be mailed or delivered to:

Street and Mailing Address:

Deputy Director Procurement Division 707 Third Street, Second Floor South West Sacramento, CA 95605 Facsimile No.: (916) 375-4611

All protests to the RFQ or protests concerning the evaluation, recommendation, or other aspects of the selection process must be received by DGS Procurement Division Deputy Director as promptly as possible, but not later than the date indicated in the Notification of Intent to Award. Certified or registered mail must be used unless delivered in person; in which case the protester should obtain a receipt of delivery.

Exhibit C - Specification Requirements

OGI Camera Specifications

The optical gas imaging camera (OGI) should operate in the mid-wave infrared to detect and easily visualize methane and hydrocarbon emissions from leaky oil and gas infrastructure. The camera should include a remote viewing tablet, base station, sonic anemometer, and digital dashboard. The camera should be equipped with a 25 mm lens, and provide high definition visible spectrum capabilities with LiDAR range measurements. The camera will also document GPS through GNSS and IMU positioning. The camera should connect to a WiFi-enabled web server that communicates with the tablet and powers the live remote viewing capabilities. The technical attributes and capabilities of the OGI camera should meet the requirements specified in the Table below.

MWIR Resolution (H x V/Pixels) 640x512/327,680 Viewfinder Resolution (H x V) 1280x1024 Screen/Tablet Resolution (size/pixels) 8”:1920x1200 Wireless Tablet EO Camera Resolution 1920x1200 (2.3MP) MWIR Lens 25mm manual focus Optional Bayonet mount lens Yes:50 mm optional Rangefinder (Max Range/Accuracy) 131’/1”@16’ Background Temperature Measurement Yes: Non-Thermometric Metadata Encoding on Video Yes: Fram Level (MISB 0601.8) GPS Yes: GNSS/IMU/v-SLAM active NAV External Communications WiFi Environmental Ingress Rating IP.67 Weight 6.1 lbs Size (L x H x W) 13” x 6.26” x 5.2”

The OGI system should be able to detect the following gases: methane, ammonia, benzene, butadiene, butane, ethane, ethylbenzene, acetic acid, heptane, hexane, isoprene, methyl ethyl ketone (MEK), methanol, toluene, ethylene, MIBK, octane, 1-pentane, propane, propylene, sulphur dioxide, and xylene. Although leak (i.e., emission) rates do not have to be quantified, there should be a capability to extract the time-varying pixel information to support the development of an independent leak rate quantification algorithm.

The tablet should allow full bidirectional remote control and monitoring of the OGI camera. A Samsung Industrial C1D2 touchscreen tablet or equivalent should be used.

The base station should be equipped with a GNSS-RTK receiver, LoRa low-frequency transmitter, and antenna to broadcast locations. There should be an option to connect the base station to 12V DC vehicle power in addition to the battery packs that are provided.

The sonic anemometer should log windspeed data up to 100 mph to the base station and directly to the OGI camera interface. The data should be encoded in the images and videos that are generated from post-processing analysis.

The digital dashboard will allow access to regulatory and voluntary survey data in a centralized location to confirm detected leaks and monitor repair timelines. The dashboard should allow the user to view and download survey images, videos, and metadata directly to a PC and integrate survey data into an ERP system. The dashboard should finally allow all monitoring sites to be uploaded in bulk.

OPLS Unmanned Aerial System Specifications

The methane sensing drone system should be able to well quantify methane emissions from leaky oil and gas infrastructure. Specifically, the methane sensor fixed on the drone should be an open-path laser spectrometer technology. For example, a RKI methane sensor or equivalent should be included in the package. The sensor system should meet the following criteria summarized in the Table below. In addition, the drone should be equipped with an on-board anemometer that is integrated with the datalogging system. The drone should be a DJI 350 system or equivalent American manufactured system.

Sensitivity 10 ppb Methane-Only Laser Sensitivity 100 ppb Detection Range (Methane) 10 ppb to 5000 ppm Detection Frequency 1,2,4,5 or 10 Hz Response Time Less than 1 second Sampling Method Diffusion sampling (no pump needed) Operating Temperature and Humidity -10°C to 50°C, 0-95% RH, non-condensing

Datalogging Standard with SD card. Records methane reading, RTK/GNSS location, and any other accessory inputs (anemometer).

The methane emissions quantification approach should be based on a curtain flight pattern.

Using this approach, data is collected by flying drone survey legs, or constant-altitude crosswind transects flown at 90° to the wind direction with the drone facing into the wind. Data from a series of legs flown at different altitudes are used to construct a curtain plot. The methane emission rate is calculated by multiplying methane enhancements on each transect by the wind speed, binning these transect flux values by altitude, and adding up the binned fluxes over the altitude profile of the plume (D). Each curtain plot (C) and its corresponding flux profile (D) represents one emission rate quantification for a site. Quantifying emissions from individual sources on a site is possible under appropriate wind directions relative to the site equipment layout. The following guidelines are to be followed to ensure that reliable methane emission rates are quantified. The methane emissions sensitivity using this method should range between 0.01-1 kg/hr, based on site-specific differences in terrain, meteorology, etc.

• Winds: The on-site wind speed should be between 4 and 20 miles per hour (mph).

Method accuracy decreases at wind speeds below 4 mph.

• Drone speeds: The best crosswind flight speed is a constant, brisk walking pace – about 3 to 4 mph.

• Drone orientation: Fly crosswind legs with the drone facing into the prevailing wind.
