About this file

Seminole County has issued a Request for Qualifications (RFQ-4888-23) for the Rosenwald School Redevelopment Project located in Altamonte Springs, Florida. The county seeks a private partner to redevelop the Rosenwald School property, with the primary goal of creating a neighborhood asset for Winwood/East Altamonte community residents. The proposed development, known as Hybrid Concept B, involves renovating buildings #1, #2, and #5 while demolishing other existing structures, and creating a comprehensive site that includes affordable multi-family housing, a new community center (approximately 12,500 square feet), a Sheriff's Department substation, a heritage center and museum, urban farming plots, memorial plazas, outdoor recreation spaces, and enhanced storm water management.

The county will provide several key support mechanisms for the project, including processing zoning and land use changes at no cost, full demolition of non-retained buildings using American Rescue Plan Act (ARPA) funds, and potential financial contributions from grant funding. The private partner will be responsible for engineering, design, renovation, and construction, with the opportunity to develop permanent, deed-restricted affordable multi-family housing and receive 100% of the income generated from that use. The project aims to maximize efficient use of taxpayer funds while creating long-term community benefits, with anticipated coordination between Seminole County Leisure Services and Community Services Departments for future programming and space utilization.

Rosenwald RFQ Section 1.

Revision 12/27/22 Ed. Bryon

Description of the Project

The Subject Property was acquired by the County with the express intent to create a neighborhood asset to benefit the citizens of Seminole County, and most particularly, current, and future residents of the Winwood/East Altamonte community in unincorporated Seminole County. It is the County’s expectation that the successful Responder will be the one whose Proposal is deemed to be the most effective and efficient in responding to the identified community needs. The County will consider a partnership in the project which may consist of direct funding and/or reimbursement of certain redevelopment/operating costs, favorable terms with respect to leasing, donation, or the sale of a portion or all the Subject Property.

Based on the results of the Rosenwald School Site Redevelopment Study, the Board of County Commissioners selected Concept 3- Hybrid Concept B and is seeking proposals that incorporate most or possibly all of that concept inclusive of the phases/tasks listed in Section 4.6 Project Phasing/ Workflow to implement Concept B.

The Hybrid Concept B renovates buildings #1, #2, and #5 with all other buildings being demolished. Site redevelopment would at a minimum include the following elements:

• New affordable housing on the western portion of the site that takes advantage of access through existing parking. Units would be arranged in two- and three-story buildings that are compatible with the existing tree canopy and act as a transition in scale between the new community center space and nearby single-family residential homes. The housing complex would share common outdoor spaces and amenities with the new Rosenwald Community Center.

• Outdoor/entry plaza areas around existing buildings to extend the functional use of indoor spaces, connect buildings, provide sitting/socializing areas, and offer installation locations for public art and historic markers and potential community events.

• Memorial plaza(s) and/or garden(s).

• Urban farming plots and herb gardens for community and culinary school use.

Consider including urban beekeeping to increase biodiversity and pollinate plants, trees, and crops.

• Outdoor space for recreation, gathering, and lake activities, including large lawn areas, shaded seating areas, picnic area, and community dock.

• Storm water pond enhanced with grassed slopes and fountain to create a site amenity.

• New community center space (approximately 12,500 square feet) with an architectural design that mirrors/compliments the historical Rosenwald Schools.

• Potential program elements include the following:

Building #1: culinary school, teaching kitchen and UF/IFAS office, RFQ-4888-23/RTB

Building #2: Sheriff’s Department substation/community resource officers, o Building #5: heritage center and museum, and a new, approximately 12,500 square feet community center space that includes: A covered entrance connected with existing covered walkways in front.

o A lobby area with front desk, seating, telephone, and electronic kiosk (information, appointments, jobs…).

o A classroom for rotating providers.

o A computer lab.

o Meeting rooms and a conference room.

o A 250 – 300 seat community room with a kitchen, storage, and technology that can be divided into smaller areas.

o A covered deck and patio spaces connected to a large meeting space to create flexibility for usage.

Note: The size of the proposed community center is approximate and may vary depending on site design engineering and efficiency of space.

More information on the proposed redevelopment concepts as well as a 2019 property condition assessment report can be accessed at https://seminolecounty.novusagenda.com/agendapublic/CoverSheet.aspx?ItemID=8 066&MeetingID=1516 .

Based on the Hybrid Concept B, the County anticipates managing the operations of renovated buildings #1, #2 and #5 and the proposed Community Center, and associated amenities, but will consider other proposals by the Responder that benefit the community while minimizing long term operational expense. The County expects that the Responder will fund the design and construction of such uses.

In return, the County will entertain various ownership and leasing proposals, including land donation to an affordable housing builder or Community Land Trust (CLT) as in-kind contribution towards redevelopment expenses. A cost benefit analysis will be conducted by the County with respect to any public resources to be invested in the redevelopment project, and preference may be given to proposals that maximize the efficient use of taxpayer funds while creating the best long-term use of the property.

Assumptions and Expectations:

The future land use designation and zoning of the property will be amended to accommodate the proposed redevelopment. The County will be responsible for processing needed zoning and future land use changes at no cost to the private partner. The private partner will be responsible for preparing required plans and application materials to align with future land use application requirements.

The County will be responsible for the full demolition of the existing buildings not being retained utilizing American Rescue Plan Act (ARPA) funds. This will include engaging a consultant to update the 2019 Phase I Environmental Assessment and Geo-tech reports as needed. The County will also locate, drain, and crush in place on-site septic tank(s) and remove buried sewer lines. The County will issue Work Orders under existing Master Services Agreements to have this work performed.

The County will also issue Work Orders under existing Master Services Agreements for engineering and constructing a new entrance on Merritt Street farther from the railroad tracks. The existing entrance will be closed. The County will be responsible for the costs associated with the relocation of the entrance.

The County will research and apply for any available grant funding to use towards the redevelopment of the site. Any awarded grant funding will be applied to the project as determined by the County.

The private partner will be responsible for engineering, design, renovation, and construction with possible financial contribution from the County from potential grant funding for the non-residential components of the development including required site and utility work.

The County will process applicable site plan and subdivision applications at no cost to the private partner. The private partner will be responsible for preparing required plans and application materials.

The private partner will develop permanent, deed restricted, affordable multi-family housing on a portion of the subject property and receive 100% of the income generated from that use.

Seminole County may utilize any remaining portion of American Rescue Plan Act (ARPA) funds after demolition and environmental assessment towards needed, off-site and on-site infrastructure improvements and other ARPA qualified expenditures.

The project may include a program of uses and activities and agencies/groups committed to utilizing space to provide services and activities wither thru leases, rentals, or a creative solution. It is anticipated that programs will ultimately be coordinated with the Seminole County Leisure Services and Community Services Departments.
