About this file
This is an addendum to a Request for Quotation (RFQ 426528) issued by the City of Oakland, California, Public Works Department, Sewer Division, for wastewater lift station repair services. The contract covers repair and maintenance services for thirteen (13) wastewater lift stations throughout Oakland, including submersible Flygt pumps, control panels, piping, float switches, and associated components. The awarded contractor must employ certified technicians and maintain adequate tools and equipment to complete repairs in a timely manner. Services are required during regular business hours and on-call seven (7) days a week with 24-hour availability. The contract term is two (2) years with an option to extend for one (1) additional year. The RFQ requires the contractor to deploy dedicated technicians for all service requests, maintain a one-hour physical response time to lift station locations for after-hours, weekend, and emergency calls, and comply with simultaneous multiple-call response requirements by dispatching qualified personnel to each location within one hour. The contractor is expected to accept every service call without exception throughout the contract term, and any isolated inability to respond is considered a contractual violation.
The contractor must submit proposals including hourly labor rates, overtime labor rates, and miscellaneous charges, with all quotes and invoices containing a detailed breakdown of labor and materials reflecting current market rates. The addendum clarifies that the City does not maintain a secondary or backup contractor and will not provide one if the primary contractor is unable to respond. The contractor is responsible for developing and maintaining a written safety protocol to address situations where conditions make immediate repair unsafe or impractical, and the contractor must stabilize conditions, communicate findings to the City, and coordinate necessary personnel, equipment, materials, or subcontractors to complete repairs.

RFQ: 426528 WASTEWATER LIFT STATION REPAIR SERVICES: ADDENDUM 2
1. If the awarded contractor is temporarily unable to accept a particular on-call service request, what procedure does the City expect the contractor to follow? For example, this could occur because the contractor is already responding to another City emergency, has an unexpected staffing issue, experiences an equipment failure, or encounters another unusual circumstance that temporarily prevents an immediate response.
Once the contractor is awarded a particular on-call service request, the contract is required to deploy dedicated technician for the repair.
2. Does the City maintain a secondary or backup contractor/vendor that may be contacted if the primary awarded contractor is already committed to another emergency or is temporarily unable to service a particular request?
No, the City will not maintain a secondary contractor or backup contractor/vendor.
3. Would an isolated inability to accept or respond to a particular service call be considered a contractual violation or default? If so, please clarify any applicable corrective-action process, cure opportunity, penalties, or other consequences.
Yes, the contractor must deploy dedicated staff to perform the repair.
4. Is the City’s expectation that the awarded contractor make reasonable good-faith efforts to accept and service every call, or is acceptance of every individual service request mandatory without exception throughout the contract term?
Yes, the contractor must deploy dedicated staff to perform the repair.
5. Addendum 1 states that the City requires 24-hour availability with a one-hour response time for after-hours, weekend, and emergency calls. Please clarify exactly how the one-hour response period is measured. Does the requirement mean:
o the contractor must acknowledge the City’s request, accept the call, and have appropriate personnel dispatched and en route within one hour; or
Yes, the contactor must deploy dedicated staff to perform the repair.
o qualified personnel must physically arrive at the lift station within one hour of the City placing the call?
Yes, qualified personnel must physically arrive at the lift station with one hour.
6. If physical arrival within one hour is required, when does the one-hour period begin? For example, is it measured from the City’s initial phone call, from the time the contractor acknowledges and accepts the request, or from the point at which sufficient site information and authorization have been provided to permit dispatch?
Qualified personnel must physically arrive at the lift station within one hour.
7. If the one-hour requirement refers to acknowledgment and mobilization rather than physical arrival, is there a separate expected or maximum timeframe for arrival at the site? We understand that actual travel time may vary depending on the lift-station location, traffic conditions, time of day, and availability of appropriately qualified personnel.
Qualified personnel must physically arrive at the lift station within one hour.
8. If personnel are dispatched within the required response period but circumstances outside the contractor’s reasonable control delay physical arrival, such as significant traffic congestion, road closures, severe weather, restricted site access, or another active
City emergency, how would the City evaluate compliance with the response requirement?
Qualified personnel must physically arrive at the lift stations within one hour.
9. If two or more City lift-station emergencies occur at approximately the same time, is the awarded contractor expected to maintain sufficient staffing to physically respond to multiple locations simultaneously? Or would the City prioritize the service calls and permit the contractor to respond sequentially based on urgency?
Qualified personnel must physically arrive at each of the lift stations within one hour.
10. In a situation where the contractor responds promptly but determines that conditions make it unsafe or impractical to immediately complete the repair, is the City’s expectation that the contractor stabilize the condition where reasonably possible, communicate the findings to the City, and then coordinate the necessary personnel, equipment, materials, or subcontractors to complete the work?
The City does not dictate on how the contractor determines the method for the repairs.
The contractor would be required to have a written safety protocol in place.
