This is Amendment 5 to a Request for Qualifications (RFQ) issued by the Tennessee Department of Children's Services for comprehensive child welfare case management services statewide. The RFQ seeks qualifications from contractors to provide case management services for 238 case managers across Tennessee, with services including assessment, service coordination, permanency planning, court participation, and electronic documentation in compliance with Targeted Case Management (TCM) and Qualified Residential Treatment Program (QRTP) standards. The amendment updates the schedule of events for the procurement process. Key dates include the Notice of Intent to Respond deadline of August 18, 2026, the written Questions & Comments deadline of August 21, 2026, the Response deadline of September 30, 2026, technical evaluation completion by October 15, 2026, Notice of Intent to Award release on October 19, 2026, conclusion of the protest period on October 26, 2026, and the Contractor signature deadline of October 29, 2026. The contract term is three years through June 30, 2029, with no renewal options.

The maximum contract liability is $103,581,893.52, with compensation structured as a fixed monthly rate of $12,089.39 per case manager with no travel compensation or expense reimbursement. Mandatory qualifications include Council on Accreditation (COA), Joint Commission, or CARF accreditation; certified statements; bank and credit references; and financial statements demonstrating sixty days of operating capital. Staff must hold a minimum bachelor's degree and one year of full-time child welfare experience, with a maximum caseload of twenty children per case manager. Evaluation occurs in two phases: Phase I is a pass/fail assessment of mandatory requirements, and Phase II applies a scored rubric of 100 points (25 points for general qualifications, 75 points for technical approach). Cost or pricing information must not be included in technical responses. The contractor must be registered with the Tennessee Department of Revenue and provide proof of insurance before contract execution.
